Russia - What you have to pay before you drive a used car

Russia (bbabo.net), - Almost six million used passenger cars were sold on the Russian market in 2021. This is 8.2 percent more than in 2020. Such data was provided by the Avtostat analytical agency, which conducted a study jointly with Electronic Passport JSC. Meanwhile, the top 30 of this market included only two regions of the Far Eastern Federal District. Correspondents found out how the Far East buy used cars.

Is a car not a luxury in Vladivostok?

There are two most affordable options for buying a used car in Vladivostok: buy it on the Green Corner market or order through a broker company that will find a specific model in Japan at an auction, buy it, bring it and even drive to the entrance. In Primorye, they know: you can pick up a car on the market, buy it, register it in half a day, but there is a risk of running into a fake auction sheet, a car restored after an accident or with twisted mileage ... However, you may not run into it. But in the case of buying at an auction, you know exactly what you are paying for.

At my request, the manager of one of the companies, Dmitry, calculated the cost of a 2014 Nissan Fin subcompact hatchback with a 1.3-liter engine with about 100 horsepower in the basic configuration. Such a lady's urban option.

- If we focus on the auction grade "4", then you can find a car in fairly good condition with a mileage of up to 80 thousand kilometers. It will cost approximately 500 with a little thousand rubles. Customs duty, insurance, the cost of storage in a warehouse, freight, transport services in Japan and Vladivostok ... I think 865-880 thousand is enough for everything, - he considered.

The main thing is done. Further spending? Diagnostic card - a thousand rubles, registration with the traffic police - 2.5 thousand, oil change, engine fluid and filters - 10 - 12 thousand, car wash with interior cleaning - 600 rubles. A vest, a fire extinguisher, a first aid kit and a warning triangle, of course, are transferred from an old car.

OSAGO is a problem in Primorye. A few months ago, insurers declared the region "toxic" due to staged accidents. According to motorists, there is an unspoken ban on the sale of OSAGO policies in the region. However, Alexander Ivashkin, a member of the public council at the Primorye Ministry of Internal Affairs, believes that there are no more car scammers here than anywhere else. It's just that Primorye lawyers have got their hands on accident cases and help the vast majority of motorists who are dissatisfied with OSAGO payments win in courts. Nevertheless, insurers simply announce: “There are no forms!”, And not everyone can apply for a policy on the Internet. But my agent knows how to draw up an electronic OSAGO agreement, and we have been doing this for the last three or four years. The current one, taking into account my 30 years of experience, cost eight thousand rubles.

Meanwhile, the Drome website conducted a survey in January of 16,000 people from 83 regions of the country. Overall, 22 percent of Russians intend to buy a car in 2022. In Primorye, 28 percent would like to do this, of which 23 percent are looking specifically at used cars.

Droma analyst Daniil Butov believes that in 2022 the cost of new cars will increase by 15-20 percent, or even more, used ones will add about a quarter in price. Therefore, there will be a gradual decrease in demand.

Last year, only four percent of Primorye residents could afford a car worth more than two million rubles. Every third (34 percent) kept within the budget from 500 thousand to a million.

Difficulties in choosing in Khabarovsk

Finally, I got my driving license! Now I need my own car. The skills acquired in driving school must be consolidated.

On the site of ads for the sale of used cars in Khabarovsk, you can find cars at a price of 30 thousand rubles. The owners write that the transport is on the move. But such cars are more like a constructor for those who love to sort something out. If you need to travel, the budget for the purchase will be completely different.

- Keep in mind that later you will have to spend money on a full service: inspection, oil change, filters, tires, - my friend instructed me when I tried to determine how much I could allocate for my first "horse". - Good tires cost 12-14 thousand rubles, but in winter it will help you out. Filters and oils (this is a must, you don’t know what was poured into the car - maybe the cheapest one for sale) will cost eight to nine thousand rubles. Also insurance, it will be expensive for you, since you are a young driver. So consider...

The insurance really cost a lot. When calculating it, age and experience are taken into account, and since a graduate of a driving school has no experience, get a multiplying factor. The cost of OSAGO for me alone would be about 16 thousand. But I decided, just in case, to include relatives in the document. As a result, it turned out to be more profitable to buy a policy without restrictions - I paid a little more than 21 thousand rubles.A car that cost 500 thousand rubles at an auction in Japan, including customs duties and the cost of logistics services, will cost the buyer in Vladivostok 800-900 thousand

The machine itself, after weighing all the pros and cons, I bought for 220 thousand rubles. Little blue Subaru R2, born in 2004, seemed to me the most beautiful, because it's my car! Now we urgently need to buy a vest, a fire extinguisher, a first aid kit and a warning triangle. Such a set, according to the rules, should be in every motorist. It will cost about 1.5 thousand rubles.

“To get registered faster, fill out an application on the State Services website in advance,” my friend advised.

But to outwit fate did not work. Arriving at the traffic police by 8.30, I could not hand over the documents at the appointed 10.00. After all, at first the inspector inspects the car, and how long it will take is a pure lottery. My turn reached only 12. But the State Services helped save money. After all, you can pay duties there at a 30 percent discount. Issuing a vehicle registration certificate - 500 rubles, making changes to the vehicle passport - 350. Taking into account the discount, all this cost me 595 rubles. The car numbers were Khabarovsk, and I decided to leave them. If I took a car with numbers from another region, I would be obliged to change them and pay another two thousand rubles for this (without a discount).

The car was inspected, it's time to draw up the documents. While waiting for my turn, I hear a dialogue in the next window:

- Where is the diagnostic card?

“Now you don’t need to pass inspection.

- When re-registering a car older than four years - it is necessary.

I issued a "diagnostic" when I bought it (two thousand rubles), when I decided to check the condition of the car with a mechanic.

OK it's all over Now. Ownership has been established. It remains only to stick the "beginner driver" sign (150 rubles) on the rear window and you can hone your driving skills.

Sakhalin path

Sakhalin residents to buy used, but straight (in Russia) the car is not as simple as Vladivostoks or Khabarovsk. The lack of land communication makes delivery much more expensive.

- I bought a Japanese car two years ago through a company in Vladivostok. I bought a 2012 Subaru with an auction grade of "4" for almost a million rubles. The company took over the transportation from Vladivostok. It cost 70 thousand rubles, - says Alexei Sakharov, a resident of Yuzhno-Sakhalinsk.

He says that he could save money by taking the car from the mainland on his own. A friend of his did this a few years ago. True, he was driving a car from Khabarovsk.

- I bought a ticket to Khabarovsk for eight thousand rubles. Arrived in the morning. During the day I bought a car, by night I was at the ferry crossing in Vanino (1,500 rubles were spent on gasoline). I gave 20 thousand rubles for the ferry (depending on the size and weight of the car, the price varies). In the morning we plunged, the next morning in Kholmsk. In total, with small expenses, 30 thousand rubles came out, the term is two days, - explains the Sakhalin.

According to the Sakhalin customs, last year individuals imported 1,534 cars into the island region. This is 45 percent less than in 2020. There is a reason for this: the temporary absence of a testing laboratory on Sakhalin. In July 2021, new rules came into force on the mandatory passing of a testing laboratory in order to obtain a vehicle design safety certificate (it is necessary for issuing a TCP). Then all the cars went through the port of Vladivostok.

In November 2021, such a laboratory appeared in the region. Now Sakhalin residents can again receive imported cars directly from Japan. This greatly reduces the cost of delivery.
