El Pais publishes confidential US and NATO response to Russian security proposals

Spain's El Pais claims it has the full text of a confidential US and NATO response to Russia's security guarantee proposals.

According to the cited documents, the US and NATO are not ready to sign a bilateral security treaty with Russia in Europe, and they also do not support the requirement not to expand the alliance. While Moscow stated that the entry of Ukraine and Georgia into the organization would affect its security.

In addition, the United States and the North Atlantic Alliance offered the Russian side to negotiate disarmament agreements and "confidence-building measures."

Also, the US authorities are ready to discuss the "interpretation" of the principle of indivisibility of security, approved by the Organization for Security and Cooperation in Europe (OSCE).

Both the US and NATO are calling on Russia to de-escalate the situation with Ukraine and withdraw Russian troops from Ukrainian borders.

In December last year, the Russian Foreign Ministry published drafts of a treaty between Russia and the United States on security guarantees and an agreement on measures to ensure the security of the Russian Federation and NATO member states. In the document, in particular, the parties undertake to eliminate all existing infrastructure for the deployment of nuclear weapons outside their territory, exercise restraint in military planning and not take actions that affect each other's security.

On January 26, the US and NATO handed over to Russia their written responses to Moscow's proposed security guarantees. In statements, they outlined their principles in negotiations with Moscow.
