The housing and communal services department reported that in the area of ​​school No. 65 on Bebel Street, where the incident occurred, three stray dogs were caught, one of them was aggressive. However, according to and.about. Head of Department Anatoly Baikarov, today the city authorities have no leverage to change the situation.

As I already wrote, after the attack of stray dogs on a child, the Investigative Committee opened a criminal case against officials of the city UzhKH under part 1 of article 293 of the Criminal Code of the Russian Federation (negligence). In social networks, the girl's mother said that the animals bit her arms, legs and back.

- An attack on children by dogs is a blatant and unacceptable case. Unfortunately, today there are no effective mechanisms for the removal of neglected animals from the streets, - Anatoly Baikarov stated. - Even after trapping, sterilization and chipping, dogs, according to the current legislation, must be returned to their former habitat. And again they can behave aggressively. Dogs can protect offspring, the territory that they consider their own. Feeding, which some citizens do regularly, provokes animals to protect the area where they live.

The official noted that the municipality has no leverage to change the situation. Within the framework of the authorities, it is only possible to catch and chip dogs with their subsequent release back to the city.

- In the case of aggressive behavior of the dog, her illness with rabies, she can be euthanized. The conclusion is given by veterinarians. At present, all caught on the street. Bebel's dogs are in a shelter, - said Baikarov.

He assured that work to identify the habitats of aggressive flocks is carried out regularly. To identify such outbreaks near children's institutions, it is also planned to involve school directors and kindergarteners.
