The situation with elevators in Vologda and Cherepovets is not easy. There are more than three and a half thousand of them. Most of them have already served their time. But changing it all at once is costly. One lift will cost from 1.9 million to 2.5. The price also depends on the height of the building. It is difficult for residents to assemble on their own on a lift.
- This is one of the most expensive types of repairs, - says Igor Mikhelson, director of the Regional Overhaul Fund. - If you make repairs to the facade with insulation, then it can come out more expensive. But an elevator is needed in every entrance, so the task of saving for it falls on the whole house. According to our calculations, each apartment must pay monthly contributions of three rubles in order to collect for the elevator. Therefore, for houses with lifts, overhaul contributions are higher.
But problems arise in the region due to the transition to new technical requirements. And they say that were put into operation before the entry into force of the technical regulations and have worked out their designated service life must be replaced within a period not exceeding seven years from the requirements come into force. And there are only 805 such elevators in Cherepovets, there are 1964 of them in total.
Experts explain that when there is no money, you can change gradually - put new carriages and pulleys. But there are difficulties in this too. Some of the factories that once made lifts have closed, and parts are simply nowhere to be found. Evgeny Smirnov, director of the engineering center, believes that Soviet elevators, with proper operation, can be used for many more years. In the USA, for example, lifts have been operating since the beginning of the last century.
And many HOAs are now raising funds for major repairs on their own special accounts. And so the replacement of lifts became their responsibility. There are about 45 percent of such houses in Vologda. This process of transition to special accounts was accompanied by a reduction in the replacement of elevators under the capital repairs program. The fund added that before that, 150-180 elevators were changed a year, and after new technical requirements and the creation of special accounts, their number dropped significantly. Citizens do not have time to collect the necessary amount in a short time.

Therefore, the region developed a program for the repair of elevators in Vologda and Cherepovets, prepared an appeal to the State Duma and the federal government to co-finance these expensive types of work. At the end of 2020, the corresponding decision was made, but with the condition that the funds would be compensated upon completion of the installation, and all operations must be completed on time.
- Thanks to this, we managed to replace 113 elevators in 40 houses in Vologda and Cherepovets. The work cost 209 million rubles, of which almost half will be paid from the federal Housing and Utilities Reform Assistance Fund, - said Anatoly Lutsenko, Chairman of the Legislative Assembly of the Vologda Region.
In addition, the savings based on the results of competitive procedures were also allocated to replace the lifts. In the coming year, the regional Capital Repair Fund plans to carry out 234 types of work in 170 apartment buildings. Four of them have already completed repairs. In the next three months, all competitive procedures should go through, after which the main campaign will begin. Elevators will also be changed.

As of December 31, 2021, over 517 million rubles were on the general account of the regional operator, and more than 1.1 billion on special accounts. The total debt of the owners on the general account is 238 million rubles.
