"It is necessary to make every effort to ensure that all constructed and reconstructed facilities comply with the design standards that were laid down when they were designed," he said. Today, about 11,000 infrastructure facilities are under the supervision of the federal service. Last year, in the field of construction supervision, Trembitsky reported, more than 60,000 violations were revealed on them, about a thousand conclusions were issued on compliance with objects and construction stages. "We are well aware that we should not impede the pace of construction, so we have done quite a lot of work as part of the optimization," the head of the department said. As a result, the timing of inspections at facilities has been cut in half. “We have completely optimized the issuance of certificates of conformity - we switched to electronic ones. We work in electronic format in terms of obtaining design estimates. We got away from construction suspensions if changes are made during the construction process,” Alexander Trembitsky listed some of the results.

Rostekhnadzor abandoned duplication in the field of construction supervision for environmental, epidemiological and fire safety. After the revision of the mandatory requirements, about seven thousand were transferred to the category of optional or canceled altogether. "But the key issue that we have always raised for each of the requirements is the mandatory observance of safe and high-quality construction," the head of the department emphasized.

Moving with the times, the federal service uses new principles in its work. Rostechnadzor was one of the first to switch to a risk-based model of control and supervision activities, distributing 177,000 hazardous production facilities into four classes. “We have reduced the number of inspections at the lowest hazard class,” Trembitsky said. “We don’t go there at all for inspections, and we don’t even license some of these facilities. We go there only when investigating the causes of an accident.” All attention is focused on the first class of danger, where constant supervision is carried out: the intervals of verification activities have been agreed with the organizations. At objects of the second class, checks are carried out once a year, the third - once every three years.

The department is actively implementing digital solutions. "We need to get away from the physical presence of the inspector. A person cannot cover a large number of technical devices located at a hazardous production facility," the head of the service believes. Rostekhnadzor is creating a digital platform, which will receive information from numerous facilities both on the implementation of industrial safety rules and on the state of individual units.

"It is necessary to prevent tragedies with human lives. This should be the main priority of your service as well," Mikhail Mishustin pointed out. "It is also extremely important that we comply with all necessary safety measures when organizing work, and that equipment and technologies meet a high level of protection."

The head of government inquired about the department's activities in the nuclear industry. "Most recently, the European Commission recognized nuclear and gas energy as green technologies. This opens up huge opportunities for the Russian Federation. Moreover, we are leaders in the use of nuclear energy, including in matters of its safety," the prime minister stressed. Russia is the leader in the reproduction of nuclear power units abroad, Alexander Trembitsky confirmed. There are 36 power units built according to Russian designs in 11 countries of the world. Active work is being carried out with the regulators of these states in the field of nuclear safety, and employees are being trained.
