Russia - Roskomnadzor will wait for the landing of IT giants until the end of February

Russia (bbabo.net), - The State Duma summed up the interim results of the law "on landing". Only two foreign companies - Discord and Twitch - did not respond to the requirements of the law. If the situation does not change by the end of February, then Roskomnadzor will start using coercive measures against them and other "evaders".

"It is important for us that all market participants operate within a single environment - both Russian and foreign. We must understand who we need to talk to. For this, it is necessary that all IT giants have their own representative office in Russia," recalled the deputy head Mintsifry Bella Cherkesova.

Of the 13 companies subject to the law, more than half have begun the "landing", and Spotify have complied with it completely. Two more companies - Waaming, AliExpress - do not fall under the criteria of the "landing" law, but also complied with its requirements.

"As a leading global platform operating in many countries around the world, including Russia, TikTok is committed to supporting our users and enabling them to express themselves and be creative. We are also committed to complying with the laws of the markets in which we operate, including Russia," said the Director for relations with authorities in Eastern Europe of TikTok Sergey Sokolov.

Disagreements were also removed as to whether Viber opened an office in Russia or not. Deputy head of Roskomnadzor Vadim Subbotin confirmed that Viber sent documents to Roskomnadzor on the establishment of a representative office in the Russian Federation. However, the department had questions about the powers that will be vested in the Russian representative office.

And if all issues with those companies that interact with Roskomnadzor are resolved sooner or later, then sanctions will be applied to those who do nothing (and today it is Google, Meta, Discord, Pinterest, Twitch and Telegram). According to Subbotin, the most difficult situation is with Discord and Twitch - these companies do not interact with the department in any way. The list of possible sanctions is wide and includes both technical and economic measures. The first to apply economic measures, in particular - a ban on advertising. The FAS and the Central Bank confirmed that they are ready to apply these bans in practice, expressing the hope that this will not come to that.

At the same time, the list of sanctions will be expanded in the near future. According to Alexander Khinshtein, head of the information policy committee, the State Duma prepared amendments to the Code of Administrative Offenses establishing liability for "non-landing", as well as for violation of established restrictions - on advertising, on the collection of personal data. Among the new sanctions are fines, including negotiable ones.

"We expect that all foreign IT giants will comply with the requirements of the Russian law without waiting for any sanctions. The IT committee is ready to help organize the necessary dialogue between the parties. At the moment, the bill is being reviewed by the government. I hope that it can be introduced in early spring," he said.

From January 1, 2022, according to the law "on landing", owners of foreign information resources with a daily audience of more than half a million Russian users are required to create a branch, representative office or authorized legal entity in the Russian Federation, register a personal account on the Roskomnadzor website, and place an electronic feedback form on their resource with Russian citizens or organizations.
