How can a Belarusian living in Russia take part in the referendum?

As the Embassy of Belarussia explained, since polling stations are not created in Belarusian foreign institutions, Belarusian citizens living in Russia will be able to take part in the republican referendum and vote at polling stations on the territory of Belarus, including during the early voting period.

Citizens temporarily staying abroad and permanently residing in Belarus will be able to vote at the place of their registration in the republic. Belarusians permanently residing abroad and documented by passports of the PP series - at the polling station in Belarus at the place of residence of children, parents, siblings, grandmother, grandfather, grandchildren, as well as at the location of the residential premises owned by them, or at the location of the hotel upon presentation of a document confirming the check-in at the hotel.

The diplomatic mission notes that there are no restrictions for Belarusian citizens when entering the country. Unhindered entry into the territory of Belarus is possible both through ground and through air checkpoints. PCR testing for COVID-19 is not required. Departure to Russia for citizens of Belarus through air checkpoints is also not limited. Departure through ground checkpoints is possible once every three months for each of the following reasons: study in a foreign state, the presence of a valid document confirming the right to permanent or temporary residence in a foreign state, labor activity in a foreign state.

Does studying at an institute count as work experience in Russia?

In Russia, those who studied before 2002 at a university, academy, university, graduate school, doctoral studies, college, technical school, the period of study is counted in the total length of service. But subsequent education, after 2002, according to the current legislation, is no longer taken into account in the length of service for the appointment of a pension.

Since 2002, Federal Law No. 173 of December 17, 2001 on pensions has been put into effect in Russia. The previously used concept of "work experience" was replaced by the concept of "insurance experience". Now the length of service includes all periods when a person worked or did not work, but made contributions to extra-budgetary funds. Studies were not included in the number of periods forming the insurance period (Articles 10 and 11 No. 173-FZ). In 2015, the law changed again. Federal Law No. 400 entered into force. It increased the number of periods counted in labor output, but the period of education was not included in it.

The insurance output includes periods of: military service, receiving unemployment or disability benefits, caring for a young child under one and a half years old, caring for a disabled person, an elderly citizen over 80 years old, a disabled child, unreasonable detention. As well as living together with a military spouse (or military spouse) in an area where it was not possible to carry out work activities, or living with a spouse abroad.

Should Belarusians renounce their citizenship for Russian?

Indeed, in July 2020, Federal Law No. 134-F3 dated April 24, 2020 "On Amendments to the Federal Law" On Citizenship of the Russian Federation "in terms of simplifying the procedure for admission to citizenship..." came into force. He excluded the condition that previously obliged the applicant to renounce his citizenship when applying for Russian citizenship. Now this can not be done. As for benefits for Belarusians, now citizens of Belarus, Ukraine, Kazakhstan, Moldova can apply for Russian citizenship without observing the period of residence in the Russian Federation with a valid residence permit.

In addition, the law reduces the requirements for those who have the right to obtain Russian citizenship in a simplified manner. They will no longer have to confirm the fact of residence in the Russian Federation for three years and the presence of a legal source of income if they had USSR citizenship in the past, if they are married to Russians and raise children together, and also if at least one of the parents is a citizen Russia and lives in the country. It has also simplified the acquisition of Russian citizenship for graduates of Russian universities and other professional educational organizations. From now on, it is necessary to work out a year instead of three.
