Entrepreneur Dmitry Davydov, who came up with 20 ideas for the development of Russia, has updated his proposals. The new ones are more relevant than ever and still concern both improving the quality of life of the country's citizens and attracting investments from foreign countries. The rapid development of information technology has not the most positive consequences: participation in gambling and betting on money - gambling - has become as accessible as possible and has led to a huge increase in the number of players. Unfortunately, often such hobbies easily develop into a pathological addiction.

This not the most pleasant trend has not bypassed Russia. One way or another, millions of Russians face the negative consequences of gambling. Unfortunately, there are still no organizations in the country that could provide assistance to gamers, such as, for example, BeGambleAware in the UK, Gamling Help Online in Australia, National Council on Problem Gambling in the USA and others. In Russia, there is not yet a single website that could be dedicated exclusively to the prevention of gambling addiction, informational and advisory support for those who are addicted to gambling.

Professional help is usually sought only as a last resort, and expensive specialists are often out of reach for many, largely due to financial problems caused by out-of-control gambling.

In 2005, the Singapore government created the National Council for Problem Gambling (NCPG) to oversee the compliance of gambling operators with responsible gambling policies. However, the main functions of the NCGP were to support and conduct programs for mass education regarding gambling addiction, advice to all interested parties on gambling issues, professional assistance to problem gamblers and their families, and research in this area. This National Council includes 17 influential experts in various fields, such as social rehabilitation, psychology, counseling, jurisprudence and others. There are also similar organizations in South Korea and Finland, and they are funded by gambling operators.

Responsible gaming

According to Dmitry Davydov, in recent years Russia has made a big step in the field of gambling control by establishing the Unified Gambling Regulator (ERAI). For example, thanks to the unified accounting of bets, it became possible to establish a ban on accepting bets from persons who have declared their desire to stay away from gambling. However, as the experience of other countries shows, this measure is not enough.

“In order to significantly reduce the negative consequences of gambling, it is necessary to introduce preventive measures and promote the principles of “responsible gambling”, as well as make psychological support available to gamblers and their loved ones who find themselves in a difficult situation,” the activist is sure.

Davydov proposes to oblige gambling operators to help financially charitable organizations, as well as private companies that are engaged in activities related to the fight against gambling addiction. This can be preventive and educational activities, advisory assistance to gamblers and their families suffering from gambling addiction, complex therapy for pathological gambling addicts, as well as scientific research in the field of prevention and treatment of such addiction.

At the same time, in order to receive financial assistance, the organizers must pass an inspection by the gambling regulator for compliance with a number of criteria. Among them may be at least one year of experience in the above activities, the absence of any connections with gambling operators and compliance with the requirements of the regulator, such as guarantees for the intended use of funds received and reporting.

“Thanks to the proposed reform, new jobs will be created in charitable organizations and private companies, and entrepreneurs working in the social sector will receive support. At the same time, the state budget will not incur any expenses,” the entrepreneur believes, being sure that socially responsible gambling operators will not object, since they are also interested in reducing the negative impact of gambling on society.Dmitry Davydov also recalls the program of extra-budgetary support for the development of sports with funds from the gambling business, which is approved at the legislative level in Russia. He believes that if support for organizations dealing with the negative consequences of gambling is approved in the same way, hundreds of thousands of Russians with problems due to gambling will be able to enjoy free and easy access to qualified advisory support.

“The population, and especially the younger generation, will be informed about the dangers of gambling and ways of self-control. Since problem gambling leads to social dysfunctions, divorces, crime and even suicide, the introduction of such support at the legislative level will have a positive impact on the well-being of the nation as a whole,” Davydov is sure. He emphasizes that the implementation of these measures depends entirely on legislative support from the state.
