A criminal case has been initiated on fraud in providing Internet to passengers of Sapsan trains

According to the Kommersant publication, the police, based on the materials of the transport prosecutor's office, opened a criminal case on fraud in providing Internet for high-speed Sapsan trains and organizing passenger access to the Russian Railways multimedia portal in 2017 and 2019. According to the prosecutor's office, the contractors, by their deliberate actions, caused damage to Russian Railways in the amount of 800 million rubles during the implementation of this project.

The transport prosecutor's office, in the course of checking the organization of access to the Internet in high-speed trains "Sapsan", found that Russian Railways concluded several agreements with the company "RM" LLC for the provision of wireless services for a total amount of more than 1.5 billion rubles. The performer of the works involved several subcontractors in their implementation.

During the audit, the prosecutor's office found that the contractors did not complete the work in full, and also overestimated their cost. For example, contractors included in their costs the cost of network equipment purchased and installed by Russian Railways in Sapsan trains earlier. As a result, the estimate for the actual work performed was overstated by more than 800 million rubles. This is fraud on an especially large scale (p. 4, article 159 of the Criminal Code of the Russian Federation), and Russian Railways was recognized as the victim in this case. Now the investigation is studying the material of the case and is working with contractors and executors on this project.

The representative of the Russian Railways said that indeed RM LLC carried out work on the project, in which Sapsan passengers were supposed to get Wi-Fi access to the Internet and multimedia content, including placing a library with art books on the infotainment system of the Sapsan multimedia portal. and documentaries, cartoons, music, audio books, electronic versions of newspapers and magazines.

On November 15, 2019, the user keklick1337 in his publication “The most defenseless is Sapsan” said that he was able to access the internal services of the Sapsan multimedia portal in twenty minutes, found some data locally stored there about passengers (current and past flights), and also found in this system “VPN to the Russian Railways network” and wrote: “RZD, correct everything, I’ll check again in a couple of months.”

On November 19, 2019, it was reported that Russian Railways learned about this situation and is conducting a technological investigation into the fact of hacking (this is how the situation is described in the company) of the wireless access system to the Sapsan high-speed train network.

On November 21, Russian Railways experts conducted an investigation into the fact that one of the passengers gained access to the service part of the Sapsan Wi-Fi system and came to the conclusion that there are no critical vulnerabilities in their network, using which you can access really important data or internal services, and there is no threat of theft of personal data when hacking the multimedia system of the Sapsan train.
