During his address, Biden expressed confidence that Russia plans to "invade" Ukraine. He also stated that the "invasion" would take place "next week or sooner" and that the target of the attack would be the Ukrainian capital Kiev, although he provided no evidence. Biden also stressed that diplomacy could defuse the situation.

According to him, Russia is involved in cases of ceasefire violations in Donbass, it is allegedly trying to "provoke Ukraine."

Earlier, the United States also accused Russia of cyberattacks on banks and the Ministry of Defense of Ukraine.
