Russia - NWFD Regions Introduce Subsidies to Create Jobs for the Disabled

Russia (bbabo.net), - About 12 million people with disabilities live in Russia today, in the North-Western Federal District - a little over a million. Moreover, most of them live only on pension: according to federal statistics, about 25 percent of Russians with disabilities of working age can be called working today. At the same time, "special people" are a kind of labor reserve, partly capable of solving the problem of personnel shortages. First of all, in the North of Russia, where today there are the most unemployed jobs.

There are many opportunities to use the skills and experience of such people for the benefit of society, but not everyone knows about them. For example, many entrepreneurs do not even realize that it is now profitable to hire employees with disabilities: in most regions of the Northwest, there are subsidies today that largely cover the costs of the business community to create jobs for people with disabilities.

The general principles of such support are established at the federal level, and at the regional level the authorities are empowered to regulate the process. This concerns, for example, the size of the subsidy, the procedure for using funds, expanding the circle of employers who can use benefits.

So, in 2022, 60 Vologda residents with disabilities will be able to get a job or keep it thanks to a subsidy for reimbursement of labor costs. In the Murmansk region, entrepreneurs are provided with grants for equipment, as well as the creation of new jobs for unemployed people with disabilities. In the Leningrad region, where 125 thousand "special" people live today, the maximum amount of reimbursement for one workplace for a disabled person is 500 thousand rubles.

In the Arkhangelsk region, about 30 jobs are created annually for people with disabilities: enterprises of various forms of ownership receive subsidies: limited liability companies, municipal unitary enterprises, and individual entrepreneurs.

At the same time, the percentage of working disabled people in the region is lower than the average for Russia. Therefore, not so long ago, they decided to adjust the support for businesses that hire "special" people. Thus, the subsidy for creating jobs for citizens with disabilities has been doubled since September 1, 2021: it has grown to 100 thousand rubles. As explained in the regional employment center, this money can be spent both on creating an ordinary workplace, and a special one - with comfortable conditions for "non-standard" employees.

In addition, in Pomorie, the circle of employers who are entitled to reimbursement of the costs of remuneration of the disabled has been increased. If earlier at least half of the people with disabilities had to work at the enterprise, now 25 percent is enough. As a result, small businesses began to actively use the benefit. Especially often individual entrepreneurs apply for such support - after all, the costs of wages for people with disabilities are compensated for a period of up to six months a year:

- It's profitable. For example, if three people work at the enterprise today, the fourth place can be left for an employee with a disability, - the employment center of the Arkhangelsk region reported.

It was also noted here that new jobs were created last year in agriculture, trade, hotel business, and real estate. As a result, people with disabilities filled the vacancies of salespeople, locksmiths, video surveillance operators, bakers, and confectioners. There is even a financial broker on this list! By the way, one workplace was created at home.

Moreover, disability can be very different - according to the regional program, people with disorders of the musculoskeletal system, hearing, vision, cardiovascular and oncological diseases get jobs. "Special" people not only with the third, but also with the first and second groups of disability can find a job according to their strength.

So, last year, a young man with several serious health problems, including mental ones, was hired as a car wash. Of course, the process of such non-standard employment requires support, and after a person with disabilities gets a job, mentoring. These expenses are also reimbursed to businesses from the budget of the region - the work of mentors is paid. In addition, the cost of travel to the place of work is now compensated - not only for people with disabilities, but also for accompanying people.It should be taken into account that the assistance of the non-profit sector in this process is simply indispensable - today many public organizations are ready to provide professional support in finding employment to both employers and people with disabilities. This year, the Arkhangelsk branch of the All-Russian Society of the Deaf, as well as the regional organization for helping northerners with mental health problems "Most" will cooperate with the employment center, where "special" people not only socialize, but also learn sewing, pottery, carpentry:

“We have already signed an agreement with the employment center and are starting the process of support,” Oksana Guzenko, head of the Most organization, told Rossiyskaya Gazeta. - We chose young people from our wards, whom we will help to find a job. They are now studying at the center during the daytime, and we are still deciding what we can offer them: we are consulting with a psychologist, we are looking at how many hours the guys will be able to work during the day.

Not so long ago, by the way, "Most" arranged one of his wards in a cleaning company - she copes, but the woman needs breaks and extra rest. The fact is that it is necessary not only for a person with mental health problems to adapt in such situations, but also for the employer in order to understand how to build relationships with an unusual employee. According to Oksana Guzenko, it is necessary to discuss all the details of the employment of "special" people in advance with the heads of enterprises, so that these details do not come as a surprise later - this is also mentoring.
