Ukraine may withdraw from the agreement on the heroism of the peoples of the CIS countries

The Cabinet of Ministers of Ukraine initiated the country's withdrawal from the agreement on perpetuating the memory of the courage and heroism of the peoples of the CIS in the Great Patriotic War. The decision is explained by the “armed aggression of the Russian Federation” and the difference between commemorative practices and legislation in matters of honoring the memory of war veterans in Ukraine and other CIS countries. Earlier, Ukraine had already terminated a number of agreements and treaties with Russia and the CIS. Ukraine withdraws from the agreement "On Perpetuating the Memory of the Courage and Heroism of the Peoples of the States Members of the Commonwealth of Independent States in the Great Patriotic War of 1941-1945". The government approved the relevant bill and resolution during the meeting, which was broadcast on YouTube.

The agreement was signed in Dushanbe in September 2011. According to it, the parties undertook to continue search work, ensure the burial of dead servicemen with military honors, and organize coverage of the facts about the immortal feat of the peoples of the CIS member states.

The document also provides that its participants take coordinated measures to develop humanitarian cooperation in the field of perpetuating the memory of the courage and heroism of the peoples of the CIS member states in the Great Patriotic War and carry out activities to preserve the memory of the fallen servicemen, maintain and equip military graves and monuments.

The explanatory note says that the need to withdraw from the agreement appeared, “given the armed aggression of the Russian Federation against Ukraine, as one of the countries participating in this agreement, significant differences in Ukraine and other countries participating in the agreement of commemorative practices and legislation in matters of honoring the memory of participants in the Second world war.

Ukraine adopted a policy of decommunization and began withdrawing from the CIS after the events of 2014. In particular, instead of the term "Great Patriotic War" "Second World War" was fixed.

In 2015, the Verkhovna Rada adopted the law "On perpetuating the victory over Nazism in the Second World War of 1939-1945". After that, May 8 in Ukraine is celebrated as the Day of Remembrance and Reconciliation under the slogan "Never Again", and May 9 - as the Day of Victory over Nazism in World War II.

Ukraine withdraws from agreements with the CIS

Earlier, Ukraine unilaterally terminated some agreements and treaties with Russia and the CIS. In particular, on April 1, 2019, the agreement on friendship, cooperation and partnership between Russia and Ukraine ceased to be valid.

On February 16, the Verkhovna Rada adopted a law on Ukraine's withdrawal from the decisions on the creation and operation of the Antiterrorist Center with the CIS countries. 309 parliamentarians voted for the document.

Ukraine called expedient the termination of participation in the activities of the center, since during 2014-2015 it did not participate in the practical activities provided for by the cooperation program of the participating states.

The explanatory note to the document states that Russia's "armed aggression" on the territory of Ukraine, "assistance to separatism and terrorism in the eastern region of Ukraine" grossly violate human rights, lead to the death of Ukrainian military and civilians, and destabilize the political and economic situation in the country.

“Ukraine withdrew from about 50 agreements, memorandums and decisions adopted within the CIS. At the same time, documents of practical interest to the Kiev authorities — and there are more than 190 of them — continue to be valid,” Mikhail Evdokimov, director of the first Department of the CIS countries of the Russian Foreign Ministry, said in an interview with TASS.

After 2014, the Ukrainian authorities took a course towards curtailing participation in the activities of the CIS: they stopped paying a share contribution to the single budget, do not participate in meetings at the highest and high levels, closed their representative office to the CIS in Minsk, and denounce some international treaties within the Commonwealth. However, the diplomat drew attention to the official notification of the intention to withdraw from the CIS from Kiev.

According to him, Ukraine is still considered by all partners as a member state of the Commonwealth, is invited to meetings of statutory bodies, and is informed in the prescribed manner about their results. The representative of the Russian Foreign Ministry stressed that Kiev, if desired, can resume dialogue within the CIS at any time.
