Act of restoration of the Ukrainian state of June 30, 1941

Ukraine (bbabo.net), - A year ago, on September 22, Ukraine gathered in a solemn atmosphere to celebrate the 80th anniversary of the proclamation of the Act of Restoration of the Ukrainian State. This act was proclaimed on June 30, 1941. Here is almost all of his text (font highlights - so in the original):

"1. By the will of the Ukrainian people, the Organization of Nationalists (an organization banned in the Russian Federation) under the leadership of Stepan BANDERA proclaims the creation of the Ukrainian State, for which whole generations of the best sons of Ukraine laid their heads.

The Organization of Ukrainian Nationalists, which, under the leadership of its Creator and Leader Yevgeny KONOVALTS, waged a stubborn struggle for freedom in the last decades of the bloody Moscow-Bolshevik enslavement, calls on the entire Ukrainian people not to lay down their arms until the Sovereign Ukrainian Power is created on all Ukrainian lands. Sovereign Ukrainian Power will provide the Ukrainian people with peace and order, the comprehensive development of all its forces and the satisfaction of all its needs.

2. On the western lands of Ukraine, the Ukrainian Power is being created, which will submit to the Ukrainian National Government, which will be created in the capital of Ukraine - Kyiv.

3. The newly rising Ukrainian State will closely cooperate with the National Socialist Great Germany, which, under the leadership of its Leader Adolf HITLER, creates a new order in Europe and in the world and helps the Ukrainian People to free themselves from Moscow occupation.

The Ukrainian National Revolutionary Army, which is being created on Ukrainian soil, will continue to fight with the ALLIED GERMAN ARMY against the Moscow occupation for a Sovereign Cathedral State and a new order throughout the world.

An interesting coincidence: the act was proclaimed in Lvov, where exactly from June 30 to July 2, 1941, the famous Jewish pogrom took place, in which Ukrainian nationalists, in particular, the Nachtigall battalion under the leadership of Roman Shukhevych, took an active part. But already on July 3, the Ukrainian leadership was called "on the carpet."

The conversation itself is somewhat lengthy and I provide you with quotes. Before you start reading, I want to note that the German command did not accept this act. That is, from a legal point of view, it is insignificant. The act was the very trigger that subsequently led to the arrest of Bandera and some OUN leaders. Why? You will understand by the words of the German representative and by the tone he spoke to Bandera. So please.

Recording of a conversation between representatives of the German administration and the Wehrmacht, members of the Ukrainian National Committee and S. Bandera about the illegality of the proclamation of an independent Ukrainian state and the creation of its government

July 3, 1941

SECRET

Present:

On the German side: Unter State Secretary Kundt, Dr. Föhl, Assessor von Bülow, later joined by Colonel Bisanz.

From the Ukrainian side: Dr. Gorboviy, prof. Andreevsky, Wise, others Shukhevych, later joined by Stepan Bandera.

Unter State Secretary Kundt:

Here [The announcement of the proclamation of an independent Ukrainian state by order of the elected head of government Y. Stetsko was broadcast by the Lviv radio station on July 1] also says that the German Reich and the German Wehrmacht are your allies. This is not true: the Fuhrer is the only person who is fighting, and there are no Ukrainian allies. Perhaps the Ukrainians are delighted with themselves and feel like our allies; but in the sense of state-legal terminology, we are not allies ...

And until the Soviet Russian army is completely defeated, the country is considered an area of \u200b\u200boperational operations and it is solely the Wehrmacht itself that determines how long it controls it, but not the German or other civilian government.

As regards your newsletter itself, I officially declare that under the laws of the Governor General you should know better [than others] that newsletters can only be issued with the permission of the General Propaganda Department.

Responsible for these issues, the political body of the Reich authorized by the Fuhrer considers the creation of the Ukrainian National Committee, which wants to speak on an equal footing with it on behalf of Ukraine, premature.

But the final decision in this matter will be taken only by the Fuhrer.

Interpreter:

Mr. Bandera would like to ask you to add something about the Ukrainian position.

Kundt:

But I point out that only the German position is decisive.

Bandera:

The OUN entered the battle together [with Germany], partly in the ranks of the German Wehrmacht, partly as organizers in the rear of the Bolshevik troops, where they must carry out tasks in agreement with the Wehrmacht, partly in the Soviet army in order to weaken Bolshevism in cooperation with the German army.

Kundt:I asked a specific question, whether on your order, after the entry of the German troops, the Ukr. the state government and did any German institution know about it? What matters is not what you imagined as a result of cooperation with Germany, but only the question of whether the German institution knew about the proclamation of the government.

Bandera:

On behalf of the OUN, I declared myself the leader of the Ukrainian people. The OUN was the only organization that waged a struggle and that has the right to form a government on the basis of the current struggle.

Kundt:

This right belongs to the German Wehrmacht and the Fuhrer who conquered the country. He has the right to appoint the Ukrainian government.

I want to say something to Herr Bandera: The fact that he submitted a memorandum to the Reich Chancellery does not mean that he agrees that his own plans coincide with the wishes of the Reich government. Thus, he cannot say that what he did was lawful, and as a result, the fact that the gentlemen from the Abwehr, the Fuhrer's department, allegedly knew about your intentions, did not approve of these intentions. To what extent and in what way the Fuhrer will not support the ideas and not only of Mr. Bandera - many other Ukrainian politicians also passed on their memorandums - depends solely on the Fuhrer.

Bandera:

I want to reiterate and make it clear that, in giving all my orders, I did not rely on an order or consent from any German authority. In all the orders that I gave, I did not rely on any German authorities or the consent of German authorities, but only on the mandate I received from the Ukrainians ...

Kundt:

What happens there, only Adolf Hitler decides.

And then there was a completely different story: successes at the front and the importunity of Ukrainian nationalists, as well as their internecine showdowns, led to the fact that Bandera began to be arrested. On September 13, the head of the RSHA, Reinhard Heydrich, signed a directive on the arrest of the Bandera leadership "on suspicion of facilitating the murder of representatives of the Melnik movement."

So they were not charged with fighting the Germans. In total, about 30 Bandera people died in the camps. The rest were soon released. On September 12, Wehrmacht officer and specialist on the "Ukrainian issue" Hans Koch met in Berlin with Stetsko and Bandera and again demanded that they revoke the Act on the Proclamation of the Ukrainian State, but both refused. On September 15, they were placed in the central Berlin prison Alexanderplatz. That is, the Germans still saw them as allies. Intractable, obsessed with the idea of their own state, evil, but allies. And it was decided to keep them alive until the final victory of the Reich. And then ... The Germans did not feel any pity for the Slavs. And Bandera, so that he would not get in the way, was isolated in a special prison for politicians Zellenbau, where he ate in the canteen for employees and regularly met with his wife, did not wear prison uniforms and so on ...

The Ukrainian Republic was organized as an appendage of Nazi Germany. And what is happening now - Ukraine is highly dependent not only on Germany, but primarily on the United States and the entire EU. History repeats itself. And if, according to a well-known aphorism, history repeats itself in the form of a farce, then we must admit that this is a tragic farce ...
