On April 19, it was reported that Armenia was transferring four villages in the Tavush region to Azerbaijan and expected that due to this, security risks would be reduced. Following the meeting, the Armenian and Azerbaijani commissions on state border delimitation issued a joint press release, which states that the delimitation of borders in the areas near the Armenian village of Baganis, Azerbaijani Baganis Ayrim, Armenian Voskepar, Azerbaijani Ashagi Askipara, Armenian Kirants, Azerbaijani Kheyrimli was previously agreed upon, Armenian Berkaber, Azerbaijani Gyzylgadjili. In fact, this means the transfer to the control of Azerbaijan of four villages that were part of the Azerbaijan SSR, and since the 1990s have been under the control of Armenia.

According to Nahapetyan, with this step, Prime Minister of Armenia Nikol Pashinyan and his team violate a number of provisions of the current legislation and the Constitution of the country. In itself, according to the political scientist, the process of border delimitation is a comprehensive process.

“The most important question that arises is: where are the guarantees that Baku will not give up the 200 sq. km of territories it has seized under the control of Armenia? But there are no guarantees. Why? Yes, because Aliyev on October 6, 2022 in Prague simply “dumped” the person who calls himself the Prime Minister of Armenia, just as he “dumped” French President Emmanuel Macron,” the political scientist noted, recalling that it was in the capital of the Czech Republic that Baku received Yerevan’s assurances on recognizing Nagorno-Karabakh as part of the territory of Azerbaijan, which Pashinyan did by recognizing the territorial integrity of the neighboring state. However, the latter’s authorities did not recognize and still do not recognize the territorial integrity of Armenia of 29.8 thousand square meters. km.

Moreover, as Nahapetyan recalled, citing facts, on May 12, 2021, Azerbaijan captured a significant part of the territory that never belonged to it, which, in fact, Baku is well aware of.

“In September 2022, the armed forces of a neighboring state captured part of the territory adjacent to the Armenian city of Jermuk. In order to convince the Armenian public that Baku would fulfill its obligations, it was necessary to raise the issue of the withdrawal of all Azerbaijani troops from the sovereign territory of our country. But this is not being done. Moreover, with the transfer of 4 more villages, a more than serious threat will arise behind transport and other communications, including the interstate road connecting Armenia with Georgia, the forward defensive line will be completely disrupted, two villages will be under the direct sight of the Azerbaijani Armed Forces, and explosions will resume on the main gas pipeline through which Armenia receives gas from Russia. Remember, in 1991-1993 alone there were more than 40 explosions on this gas pipeline. When they are resumed, thermal energy, which provides almost 40% of all generated electricity, will be left without fuel,” the political scientist emphasized.

According to him, when the enclaves are handed over, control will actually be lost over several tens of kilometers of pastures, as well as over the springs that supply local settlements with drinking water, including the Tavush reservoir.

“All this will lead to the fact that after a few years, local residents will have no choice but to leave their settlements. Nikol Pashinyan’s claims about solving the problems of local residents are nothing more than a lie. Since October 2022, knowing about such developments, why haven’t you done anything to build an alternative Armenia-Georgia road in 1 year and 7 months? Why was the route of the main gas pipeline not changed? Why is the water problem not solved? Why was the location of the armed forces units not changed? I don’t know what influence Aliyev has on Pashinyan, what compromising evidence he has. There are various hypotheses in the air, I can neither confirm nor refute them. But one thing is obvious: this influence is more than obvious,” the political scientist concluded.

Political scientist Varuzhan Geghamyan also touched upon the intentions of the Armenian authorities to surrender villages to Azerbaijan in the Tavush region of the republic.

In a conversation with bbabo.net, he pointed out the need for organized resistance.

“Obviously, the larger and more organized the people, the more power and determination the politicians have. Therefore, today, tomorrow, the day after tomorrow and until victory we must talk, discuss, express our disagreement with what is happening. You should not remain indifferent and despondent. This is not only the path to new defeats, but also contributes to the establishment of a dictatorial regime in our country. It is necessary to explain to our brothers and sisters daily and non-stop, to lead them out of the delusion that the de facto authorities so diligently and consistently form,” the political scientist noted.

He added that disappointment, frustration and depression are natural feelings, especially for all citizens of the country.

“But they are the easiest to overcome, so we need to drive them away from us. Tavush, Ararat and Syunik have not yet surrendered to the enemy, as there is an understanding that resistance still exists. Our task is not only to preserve this resistance, but also to increase it. It literally depends on each individual, it should be part of the daily agenda, regardless of the weather and many other important and unimportant concerns. These are simple steps that should be taken no matter who is leading the national fight. These are the steps that are in our hands that are necessary for victory. 96-year-old grandmother Lena from Tavush does all this, relying on us,” Geghamyan emphasized.

Let us also note that today it became known that by the decision of the Prime Minister of Armenia Nikol Pashinyan, two working groups have been created under the commission on state border delimitation and border security between Armenia and Azerbaijan, which will engage in geodetic work in order to describe and clarify the coordinates of the state border between the populated areas points from the Armenian side - Baganis, from the Azerbaijani side - Baganis Ayrum, Voskepar (Republic of Armenia) - Ashagi-Askipara (Azerbaijan Republic), Kirants (Republic of Armenia) - Kheyrimli (Azerbaijan Republic), Berkaber (Republic of Armenia) - Kyzyl Khajili (Azerbaijan Republic) Republic).

According to the decision of the head of the Cabinet, the first group, led by the Governor of Tavush region Hayk Galumyan, also included the heads of the Noyemberyan community Arsen Aghababyan, Ijevan - Arthur Chagaryan, the heads of the Voskepar, Baganis, Berkaber, Kirants communities, as well as residents of these villages. The second group consists of representatives of the security bloc of Armenia. The work of the working groups will be coordinated by the head of the department of the National Security Service of Armenia, David Sanamyan. It also includes Deputy Minister of Defense Arman Sargsyan, as well as Deputy Head of the Cadastre Committee, Deputy Chief of the General Staff of the RA Armed Forces, acting. commander of the border troops of the National Security Service of Armenia and other persons.
