Two Defense Ministry employees arrested for embezzlement of 700 million rubles

The Main Military Investigation Directorate (GVSU) of the Investigative Committee of Russia reported that in the case of embezzlement of almost 700 million rubles allocated for the rearmament of ships of the Northern Fleet of the Russian Navy (SF), two new defendants appeared - one of them independently came to the investigators and gave evidence, reports "Kommersant".

According to the investigation, the new persons involved are Andrei Klokotsky, a consultant to the Department of the Navy of JSC Rosoboronexport, and Vadim Movchan, head of the service for the development and operation of missile and artillery weapons of the Naval Shipbuilding Directorate. The confession was made by Klokotsky, who confessed that he "participated in the commission of crimes."

Initially, Klokotsky was released by the investigators on recognizance not to leave, but at the request of the FSB military counterintelligence department, he was arrested.

Captain 1st rank Vadim Movchan was detained in the fall of 2021. In addition to Movchan and Klokotsky, the former heads of Zavod Elektropribor OJSC Mutalib Emiraliev and Soyuz-M AO Zamir Akhmedov are also in custody.

According to the investigation, Emiraliev, Akhmedov, Klokotsky and Movchan entered into a criminal conspiracy to steal funds allocated under the state armament program for 2013-2016. The funds were allocated for the repair of anti-aircraft missile systems and the purchase of modern navigation equipment.

Earlier, two people were detained on suspicion of embezzlement during the construction of facilities of the Ministry of Defense in the Arctic.
