Golikova: The second reading of the bill on QR codes in public places has been postponed due to the spread of omicron

The government and United Russia have postponed the second reading of the bill on the introduction of covid-certificates. They plan to revise the document due to the spread of the omicron strain of coronavirus, Russian Deputy Prime Minister Tatyana Golikova said.

According to her, initially the bill was prepared in the context of the spread of the delta strain, but "now these will be new challenges." Golikova explained that the government, together with United Russia, decided to postpone the second reading due to the uncertainty of the epidemiological situation.

The vice-premier also said that the government had already prepared amendments to the draft. Thus, the Cabinet of Ministers proposes to keep the opportunity to receive covid certificates after February 1 on the basis of a negative PCR test result. In addition, the government believes that the Ministry of Health should be given the right to determine the duration of the medical exemption from vaccination. In addition, it is proposed to issue a document on the immune status to the coronavirus infection to the military and persons equated to them in compliance with the requirement to protect their data.

Earlier, Sergei Mironov, a member of the State Duma Council, the head of the Just Russia - For Truth faction, announced a possible postponement of the consideration of the bill on covid certificates. According to him, the main reason is the unwillingness of Russians to positively perceive the bill, which citizens criticize a lot. State Duma Vice Speaker Pyotr Tolstoy also told Interfax that the State Duma and the government are not considering bills without by-laws, and there are none for the project on QR codes.

In the first reading, the draft was adopted on December 16, 2021. After the adoption, the State Duma issued a draft resolution in which it recommended to work out a number of issues, including medical contraindications to vaccination and providing Russians with the opportunity to visit religious buildings and structures without QR codes.
