The Ministry of Digital Development sent an application to the EU to join the mechanism for checking certificates of vaccination against coronavirus

According to Interfax, the Ministry of Digital Transformation sent an application to the European Union to join the mechanism for generating and verifying certificates with a QR code on vaccination against coronavirus.

This initiative of the department is aimed at starting to work out the technical side of cooperation with European regulators involved in the formation and verification of coronavirus certificates in the EU.

The Ministry of Digital Development is confident that the integration of Russian and European platforms for mutual reading of certificates with QR codes of citizens is possible.

The agency explained that in case of successful connection to the necessary EU infrastructure, the Ministry of Digital Development plans, at the request of a citizen, to generate a certificate according to European standards on the State Services portal in addition to the Russian vaccination certificate available in Russian and English.

The Ministry of Digital Development revealed that the technical difficulties of mutual recognition of COVID-certificates between the Russian Federation and the EU lie in the fact that when generating a digital document, it is necessary to ensure its signing according to EU standards, and also to use data and reference information from the EU database to fill it.

Experts explained to the publication that at present the Russian QR code is a link to the Gosuslugi website, and the European Green Pass, which allows you to freely cross EU borders, contains data on a vaccinated or recovered citizen.

So far, the main problem that the Ministry of Digital Development is trying to solve is the protection of data of citizens of the Russian Federation. The agency said that the EU insists on using its platform for creating and renewing certificates. The Ministry of Digital Affairs fears that in this case, the unification of the two systems is associated with the transfer of personal data of Russians to third parties, which is unacceptable.

In November 2021, the Ministry of Digital Development announced that it plans to limit the official verification of vaccination QR codes to only one application - STOP Coronavirus Public Services, in order to cut off fake QR codes after the start of mass use of QR codes to access public places.

On December 3, the Ministry of Digital Transformation began the process of reissuing on the Gosuslugi portal the validity periods of the current certificates of those who recovered from COVID-19. Now this document is valid for a year, and not six months, as before.
