According to the publications Vedomosti and Izvestia, Roskomnadzor assessed the activity of Telegram in the fight against communities of fake miners and child pornography.
In 2021, RKN experts identified over 980 links to child pornography content on Telegram. The moderators of the messenger removed only 40% of them (398 pieces), although they had to work out all the requests of the department. In 2020, Telegram removed 178 links to pornography out of 290 publications found by the RKN. The agency said that the number of such publications in 2021 has tripled compared to 2020.
Experts explained to publications that, on the one hand, the RKN began to more actively monitor prohibited content on Telegram, and on the other hand, even more channels and publications with links or content that are prohibited in the Russian Federation began to appear there. In their opinion, the number of Telegram users has increased significantly over the past two years, and the owners of many channels are trying to use any means to attract new subscribers, up to the publication of prohibited content.
A representative of the Safe Internet League explained to Vedomosti that this trend with a threefold increase affects all social networks, including Russian and foreign ones. He believes that it is necessary to intensify efforts to combat this content even more on the part of regulators, up to automation, and platform administrators should notifications from the ILV with a request to block and execute them immediately.
In addition to pornography, Telegram has another forbidden topic that some users are actively spreading as part of intimidation and obtaining certain benefits from their actions - these are channels dedicated to false mining. Only in early February, the RKN, together with Telegram, promptly closed three such channels dedicated to discussing false reports about the mining of schools and other facilities in the country.
In 2021, specialists from information security companies identified more than 30 closed chats and channels in Telegram, whose subscribers and administrators are involved in false mining of schools, hospitals and other social facilities in the country. At present, most of them are blocked, and administrators or the most active users who sent messages about mining for payment were detained by law enforcement agencies with the help of special services. Coordinators and participants in information terrorism face administrative penalties.
The supervisory authority has summed up that in 2021, more than 48,000 links to materials (or channels) in the Telegram messenger containing prohibited materials were entered into the Unified Register of Prohibited Information. Messenger moderators removed over 46,000 links from them on the platform. The effectiveness of the RKN and Telegram in removing prohibited content was 96.5%.
On October 26, 2021, Roskomnadzor included Telegram in the register of social networks as part of the execution of 530-FZ on self-control of Internet resources. From now on, this platform must properly block prohibited information, comply with Russian law and comply with all instructions of the RKN to remove public content and user publications within 24 hours.
