Deputy Prime Minister proposes to fully provide the Russian market with domestic electronics by 2030

At a large-scale conference held on February 12, Deputy Prime Minister Dmitry Chernyshenko announced a number of goals for Russian electronics manufacturers, one of which is to try to provide the domestic market with their electronics and try to enter the world.

Chernyshenko said that earlier import substitution was only within the defense segment, and the civilian market was entirely given over to foreign companies. Now he proposes to provide this segment with Russian equipment until 2030. Moreover, the emphasis is not on copying foreign analogues, but on creating “something of your own”. The Deputy Prime Minister also noted several other goals:

Russian manufacturers of high-tech products should lead the domestic market;

n the production of products, they must use domestic components;

the volume of exports of their products must exceed the volume of sales in the domestic market;

they must enter the top 5 world manufacturers;

the country should have its own unique production competencies or technological stages within the framework of global cooperation;

the share of the Russian electronics industry in GDP should triple (in 2020 it was 2.2%).

The idea of ​​providing the market within the country with domestic electronics has been around for a long time, but earlier it did not go beyond the boundaries of single proposals from ordinary officials. A serious transition to Russian analogues beyond the voiced proposals was thought about only within a few industries. These industries include the defense segment, the government segment and companies related to the critical information structure.

At the same meeting, another Deputy Prime Minister Yuri Borisov announced the need to replace foreign products with domestic ones. This idea was expressed by him due to the fact that there are constant reports of interruptions in supplies or refusal of supplies caused by the sanctions of foreign countries. For example, there is still an embargo on the supply of equipment for the production of chips using 65 and 90 nanometer technologies.

The participants of the conference were asked to figure out how to achieve sovereignty in the field of electronics by 2030. 19 working groups were created on the number of areas of high-tech products. Groups should find out what is needed in each direction to achieve the goals, and what are the difficulties in implementation.

The results are planned to be presented to the Prime Minister. Perhaps a decision will be made to create another national project for the development of the electronics industry as a symbiosis of the efforts of the state and business. According to RBC, Chernyshenko cited Huawei as an example, which has made a huge leap in development in 28 years. But he noted that Russia does not have this time, so we must try to overcome a similar path in 8 years.
