Roskomnadzor will not immediately restrict the work of foreign Internet companies without a representative office from January 1, 2022

According to Interfax, the deputy head of Roskomnadzor said that the agency would not immediately restrict the work of foreign Internet companies without a representative office from January 1, 2022.
The representative of the supervisory authority explained that the slowdown and blocking of foreign resources by the ILV is possible, but this will not be done without notification and discussion. In his opinion, the main thing is for the companies to start a dialogue with the regulator. Foreign IT resources ready for cooperation will be able to deal with all the requirements of Russian legislation during the beginning of the year, even with the help of technical support from RKN specialists.
The agency warned that other IT companies that do not understand that they need to start the process of registering a legal entity in the Russian Federation and take care of opening a representative office here in order to work on the Russian market on a par with Russian IT companies will be under the close scrutiny of RKN. The department on them will think about the necessary measures to restrict work in the country.
The Deputy Head of Roskomnadzor said that some representatives of foreign IT companies are already interested in opening offices in the country so as not to lose the promising Russian market of users.
22 November 2021 Roskomnadzor published a list of foreign Internet companies that are due to open representative offices in Russia in the near future (from 01.01.2022). The RKN list includes 13 foreign persons who own and manage 22 popular information resources on the network, including Google (YouTube and YouTube Music, as well as Google Play, Google Chat, Gmail), Apple, (iCloud services, App Store, Apple Musiс) , Meta (Facebook, Instagram, Whatsapp), Twitter, TikTok, Telegram, Zoom, Likeme, Viber (agreed to open an office in Russia), Discord (evaluates legal requirements for working in Russia), Pinterest, Spotify and Twitch.
1 On July, the Russian president signed a law that obliges foreign IT companies to open branches in the country. Under the law will fall, including Facebook, Instagram, Twitter and Telegram.
According to the text of the new law, foreign Internet resources with a daily audience of 500 thousand Russian users will be required to open full-fledged representative offices in the Russian Federation. These will be branches with employees who will interact with Russian regulators and be responsible for the activities of the resource on the territory of the Russian Federation.
Failure to comply with this basic condition threatens foreign companies, including social networks, messengers, game services and video hosting, with a ban on entering Russian search results , limiting the acceptance of payments from users in Russia. They will also be banned from showing Russian ads and will be limited to advertising the resource itself in the country. In the worst case, a foreign resource will be threatened with a slowdown or blocking on the territory of the Russian Federation by means of Roskomnadzor.
