Elon Musk is not to blame: not a SpaceX rocket will crash into the Moon, but part of a Chinese Long March C3 rocket:

As previously reported, on March 4, the first "involuntary" fall of an artificial body on the surface of the Moon will take place, when the 4-ton second stage of the Falcon 9 rocket crashes into the satellite of our planet.

This rocket was launched on February 11, 2015, and did not have enough fuel to return to Earth or move away from the gravitational force of the Sun and Earth. Astronomers from all over the world, as well as enthusiasts who follow the night sky, have already stated that this is part of the DSCOVR (Deep Space Climate Observatory) ship. DSCOVR is a weather monitoring station launched by the United States to provide deep space weather warnings, monitor cosmic winds, and predict geomagnetic storms that could impact technology on Earth.

The DSCOVR mission launched just aboard a SpaceX Falcon 9 rocket on February 11, 2015. But now there is information that a completely different object will soon crash into the Moon, which is not related to SpaceX. The story began back in 2015, when the Pluto project noticed by observers was mistaken for the second stage of the DSCOVR spacecraft. Online conversations have suggested that the object's orbit will eventually take it to the moon, and that SpaceX is to blame. Now, a clarification has been published in which the observers of the Pluto project admit their mistake.

This is actually an object called 2014-065B, the booster of the Chinese Long March C3 rocket that was used to launch the Chang'e 5-T1 mission. 2014-065B is currently orbiting the Earth on a trajectory that will land on the surface of the Moon on March 4th.
