Eight measures of compulsion. How foreign IT companies are grounded

Companies that do not comply with the Landing Law may be banned from advertising. “In the near future, Roskomnadzor will launch the procedure for taking coercive measures, which are provided for by law. It is primarily about economic measures. This is a ban on advertising in relation to those companies that have not started the implementation of the “landing” law.

Law “on landing” of foreign IT companies

On July 1, 2021, the law “On the activities of foreign persons in the information and telecommunication network “Internet” on the territory of the Russian Federation” was adopted. In addition to the requirement to establish a branch or representative office of a Russian legal entity from January 1, 2022, foreign entities acquire a number of other obligations.

In particular, they need to place a feedback form with users from Russia on their website, register a personal account on the Roskomnadzor portal for interaction with authorities, install a recommended attendance counter on the information resource (their list is determined by the department).

In addition, foreign parties must restrict access to information that violates Russian law.

Roskomnadzor has previously published a list of companies that are required to open representative offices. The registry includes Google, Apple, Meta Platforms, Twitter, TikTok, Telegram, Zoom, Viber, Spotify, Likeme Pte.Ltd., Discord, Pinterest and Twitch.

Note that Apple and Spotify have already opened their representative offices in Russia. Companies that have begun enforcing the Landing Act include Viber, TikTok, Likee, Zoom, and Twitter.

How do Russians feel about Internet services

16% of Russians consider it very likely that Western Internet services will stop working in our country in the coming years. 55% consider it unlikely, 19% exclude it, follows from the results of a survey by the Public Opinion Foundation.

The level of development of information technologies in Russia is most often assessed by respondents as average. About a third consider it high, about a tenth - low. Many respondents agree that the pace of information technology development in the country has recently been growing, the study notes.

Interestingly, 24% of Russians have never used the Internet.

About the law on the "sovereign Internet" know or have heard of 76% of respondents. 38% are positive about it, 21% are negative.

Half of Russians (51%) are confident that the Internet will not be able to replace "traditional" media in the future, which, according to sociological services, is more trusted than the Internet. At the same time, more than a third of the respondents "very often and quite" often get the impression that television, radio and deceive (35%), do not give full information about what is happening (47%), focus on secondary stories (44%).

The proportion of Russians who support the prohibition of access to certain sites and materials on the network has decreased.

One of the most popular services remains Youtube, which turned 17 on February 14. As Romir found out, over the past four years, the largest coverage of the video hosting audience was recorded in 2020 - 76.8%. In 2021, the figures fell to 73.9%.
