Parent in France, blocking children's Internet access at night, jammed mobile communications in a couple of towns

According to the National Agency for Radio Frequencies of France (Agence nationale des fréquences, ANFR), specialists from the department located and neutralized a parent who blocked his children at night (accurately from 00.00 to 03.00) wireless Internet access under the motto “brush your teeth, turn on the jammer and lie down to bed". The actions of the radio intruder for several nights left more than 1 thousand residents of the two towns without mobile Internet and cellular communications.

It turned out that in addition to the affected users in the town of the radio hooligan, residents of the nearby beach town of Messange in southwestern France also fell under the unintentional blocking.

After complaints from residents and a request to sort out the situation from the mobile operator, experts from the Toulouse regional ANFR service with spectrum analyzers and special radio goniometric devices went on a night hunt for the intruder. Of the special equipment, they had a radio direction finder on the roof of the car and a portable receiver for walking search.

After midnight, the specialists recorded with a representative of the telecom operator the inclusion of the jammer and went to look for its location.

An hour and a half later, ANFR specialists tracked down the installation site of an illegal jammer that blocked Wi-Fi and mobile communications signals over a large area. True, at night and without the police, they could not enter the house. As a result, they had to pay a visit to the owner of the house in the morning and with law enforcement agencies.

It turned out that the device was installed in an ordinary house of a local resident. With his help, the parent tried to ban his children from using social networks at night and wanted them to sleep at that time. After consulting on Internet forums, my father decided that a jammer was the best solution to put an end to spending time on the Internet at night.

The owner of the house did not know that this device is multi-band and has such power and a wide range of action that it neutralizes civilian cellular communications in the vicinity.

The telecom operator, following an ANFR investigation, confirmed that the following nights finally passed without disruption to its network.

A criminal case was initiated against the violator of the radio broadcast. He faces up to six months in prison, and also faces a fine of up to 30 thousand euros (about 2.5 million rubles). In addition, the owner of the jammer must pay a fine of 450 euros (about 36 thousand rubles) for the call and services provided by ANFR specialists.

In Russia, the use of certified and low-power jammers is not prohibited, but they must be registered with the Main Radio Frequency Center (GRC, part of Roskomnadzor). In 2012, the GRFC at the legislative level prohibited the use of cellular signal repeaters by individuals, but this requirement is not observed and is not monitored. This prohibition is reflected in Article 13.6 of the Code of Administrative Offenses of the Russian Federation "Use of communication means or non-certified means of coding (encryption) that have not passed the procedure for confirming their compliance with the established requirements." An administrative fine for citizens for this violation is from three thousand to five thousand rubles with the removal of the repeater. Often, the GRFC specialists cannot even turn off the detected illegal jammer or repeater - they also need to get into the house or room where the device is installed. In most cases, this is private property, and its owner simply refuses a request to turn off and give away the repeater without a court order.

In October last year, telecom operators asked the Ministry of Digital Transformation to ban the import and sale of domestic cellular signal amplifiers in the country, since cheap Chinese devices often work as "jammers" for other subscribers and have a significant impact on the overall level of signals from base stations in small villages or remote places. and in well covered areas in cities.
