Media: government departments refuse to accept tablets on the Aurora OS purchased for the population census

According to Kommersant, state agencies refuse to even accept for free on their balance sheet and issue tablets on the Aurora OS, purchased for the population census, for work to employees. Rosstat and the Ministry of Digital Development are now trying to figure out where 360,000 tablets can be attached.

The main reason why government departments, including the Ministry of Internal Affairs, the Ministry of Health and the Ministry of Education, refuse to receive tablets is the lack of proper certification, applications and infrastructure for their full-fledged work in the public sector. The Ministry of Internal Affairs and the traffic police cannot accept them for work, since the tablet has not been certified by the FSTEC, it does not have the necessary and supported optional devices in the kit, for example, a fingerprint sensor. There are no special applications on the tablet for working with the information system of the Ministry of Internal Affairs and the traffic police.

Currently, 35 corporate applications are available for the Aurora OS - from antiviruses, an office suite and secure messengers to the Sputnik browser and 16 open source developments, including games, various services and tools, as well as a Telegram client.

The Ministry of Health and the Ministry of Education have also not yet been able to figure out what to do with the tablets. They believe that the development and installation of special applications for teachers and doctors on the Aurora OS can take from a year and require additional budgetary funds. So far, the only way to use the tablet is as a mobile assistant to doctors in finding the right information or for organizing their leisure time during breaks.

Rosstat specialists issued this device to volunteers for the All-Russian Population Census in 2021. This event has ended, and most of the devices have been returned by volunteers. The agency said that only 200 devices out of 360,000 during the census were damaged and lost their functionality due to user actions. Now we are talking about the transfer of only 312 thousand tablets. Where did 48 thousand devices go? Rosstat did not disclose. Probably, the department has found a use for them or has not yet prepared them for transfer.

In December 2021, Rosstat said that the department was going to transfer all tablets to the Ministry of Digital Development in February to prepare them for transfer to the Ministry of Education and Science and the Ministry of Health, and then to teachers and doctors. These tablets were reset, data was deleted and there is no previously installed application software for the census, Aurora OS 4.0 is installed.

In August last year, the Ministry of Digital Development announced that it plans to issue to every teacher in Russia in 2023 a new working tablet based on the Aurora OS with special programs installed that allow you to keep an electronic journal, fill out a lesson plan and transfer data to centralized services for management and control training, according to the strategy of digital transformation of education from the Ministry of Education.

At the beginning of 2021, the Ministry of Digital Development proposed to allocate another 19.4 billion rubles for the purchase of 700 thousand tablets for doctors and teachers on the Russian Aurora operating system, as well as to begin developing the necessary applications for this OS. Aurora has already been released and is being tested by Rostelecom's subsidiary on the kernel of the Linux operating system.

At the end of 2020, the President of Russia instructed to transfer to schools and hospitals tablets with the Aurora OS, which were purchased for the 2021 population census.
