Moreover, even now, many customers order much more products than they really need, trying to form increased warehouse stocks in conditions of shortage. When the market situation stabilizes, this amount of production capacity will simply not be in demand.

Perhaps this is the reason why Intel decided to increase its manufacturing capabilities in two stages. First, the company is going to build buildings for new enterprises, and only if there is an urgent need to fill them with technological equipment for further expansion of production. The building itself costs much less than the lithographic equipment, so this tactic would be safer in terms of costs.
