Foreign cloud and network services, services and platforms that may be blocked for Russian users

At the end of February, IT companies began to comply with the requirements of the regulatory authorities of their countries to comply with anti-Russian sanctions.

This publication will list critical foreign cloud and network services, services and platforms that are blocked for Russian users or may be blocked in the near future.

Let's put aside the problems with paying with bank cards under sanctions in various services or the platforms not paying money to Russian users, for example, crypto-exchanges. These are secondary problems against the background of possible more global shutdowns that may interfere with the operation of the IT infrastructure of companies.

As practice shows, most of the blocked services and sites can be accessed via VPN. However, there may also be blocking user accounts or imposing restrictions on their work.

If you know about new locks or encounter interruptions in the operation of services, please write to the PM to update the publication or leave information about this in the comments with detailed technical explanations, if possible.

Reported, but not mass-confirmed issues:

Video calls via Google Meet are not working for some users. After creating a conference and clicking on the link, the meeting ends after 30 seconds with an error:

Temporary difficulties

Earlier, users encountered restrictions on access to the intel.ru website. This resource is currently available as normal.

eBay said that it continues to work for Russian buyers and sellers, however, due to the deteriorating logistical situation, it warns of possible delays in import deliveries to Russian users.

Serious discussions

Developers from all over the world are discussing the need to disable GitHub in Russia. The discussion has been going on for 4 days. Arguments from both sides - freedom of access is above all, or the restriction will force Russian developers to start protesting.

The RIPE community mailing list discusses the possibility of revoking all IP/ASNs used by Russian government operators or other options. It is proposed that the restrictions will not apply to other Russian operators.

The arguments of the parties: “Because I fully understand the first reflex - to do something to help Ukraine or stop the war, I strongly believe that the Internet in general helps the Russian people to have unfiltered access to the truth. Disabling these lines does not stop the violence. This may justify even more stupid actions against innocent people. We will help bring the truth to all people and support the right decisions,” wrote Kurt Kaiser, an engineer from Berlin, one of the developers of multicast technology.

My initial thoughts were similar to what was suggested ("let's just turn off their ALL internet on .RU! It will hurt them!") will benefit the spread of disinformation,” said Gert Doering, developer of OpenVPN.

Slovenian network developer Jan Zorc believes that this is not the fault of the population in the current situation, and for this reason they should not be cut off from the Internet.
