The Government of the Russian Federation has approved a simplified procedure for confirming foreign education and qualifications for Russian citizens. This measure applies to higher education institutions from "unfriendly" countries.
The authorities emphasize that the process of qualification and education will not be required if an international recognition agreement is concluded between Russia and other states.
In the absence of this agreement, Rosobrnadzor will be guided by the existing facts about education previously recognized in the Russian Federation, which was received at a foreign educational institution.
Such a measure was required because of the actions of "unfriendly" countries, which made it difficult to send direct requests about the authenticity of diplomas and certificates. The initiative is important for Russian citizens who received education abroad and returned back to the Russian Federation.
This resolution was signed by Russian Prime Minister Mikhail Mishustin.
At the end of last month, the government ordered to provide free education in Russian universities for those students who were groundlessly expelled from European institutions. For students, the procedure for entrance exams will be simplified and a course will be selected taking into account their achievements. Students will be offered budgetary and contract places in universities, the cost of education will be compensated by the Russian educational institution. The authorities promised to present the procedure for the admission of students within 10 days.
The intention to accept students from foreign universities was expressed at Moscow State University. M.V. Lomonosov, St. Petersburg State University, Higher School of Economics, MEPhI, Moscow Institute of Physics and Technology, Moscow State Technical University. N.E. Bauman, Peter the Great St. Petersburg Polytechnic University.
A representative of the Ministry of Education and Science said that Russians studying in foreign universities face infringement of their rights, so the task of the Russian Federation is to provide them with education in Russia for free.
