The Federal Property Management Agency acquired a license for the Russian analogue of the Zoom service for ₽10 million

The Federal Property Management Agency signed an agreement on the use of the domestic analogue of Zoom, the department bought TrueConf Enterprise video conferencing solution. Earlier, Rosatom, the Federal Tax Service, the Federal Antimonopoly Service and other state structures acted in this way. The Federal Property Management Agency signed a contract with TrueConf for ₽10 million at the end of May.

The department has the right to use TrueConf Enterprise indefinitely. The software audience is less than 1 million subscribers. The service allows up to 1.6 thousand user devices to participate in a video meeting, provided that a powerful IT infrastructure is available. Developers do not limit the number of such conferences.

TrueConf Enterprise does not require access to the Internet becauses the resources of the corporate network of the Federal Property Management Agency. Storage and processing of data is carried out on the equipment of the department.

The contract with TrueConf provides for the use of the software and the purchase of a simple non-exclusive license without providing hardware, support or warranty. The Customer undertakes to install the software, create the infrastructure and solve problems that are likely to arise during the operation of TrueConf Enterprise. The company will provide service under a separate agreement.

A TrueConf representative acknowledged that force majeure occurs during the use of the software, but the company promptly releases a new version to fix problems.

Prior to the deal, Rosimuschestvo employees used Microsoft's Skype For Business, as well as other solutions. The representative of the department named the refusal to supply foreign software as the basis for the agreement with TrueConf. The Federal Property Management Agency began testing TrueConf software during the COVID-19 pandemic in 2020.

In addition to TrueConf, Russian videoconferencing services include Webinar, Dion, VideoMost, Vinteo, Mind, IVA, Yandex.Telemost, Kontur.Talk, and others. Functionally, these products are almost identical to Western solutions, including Zoom, MS Teams, Cisco, Poly, says Renat Lashin, Executive Director of ARPP Domestic Soft. He adds that domestic services are integrated into foreign and Russian software, and are also compatible with equipment.

This agreement with TrueConf will be the first of a series of subsequent ones, Lashin believes. The Federal Property Management Agency is likely to conclude agreements for the supply of computing power and infrastructure equipment.

At the moment, the share of Russian videoconferencing solutions in the domestic market is approximately 10-15%, said Dmitry Kharitonov, CEO of the Innotech group. However, in recent months the situation has been changing in favor of Russian developers, the expert notes. The share of installed foreign solutions significantly exceeds the implementation of Russian videoconferencing, admits Andrei Sviridenko, chairman of the board of Spirit IT company.

The increase in demand for domestic solutions is associated withdrawal of foreign companies from the Russian market. In some cases, it is impossible to pay for the services of the remaining companies due to the suspension of Visa and Mastercard payment systems in the Russian Federation.
