Rosatom is working on a face recognition system that works "without processing biometric information." This is necessary in order not to be engaged in the processing and storage of personal data within the framework of the regulatory norms 152-FZ.

Rosatom plans to introduce the system at its enterprises to improve the safety of nuclear power plants. It will be based on artificial intelligence. In particular, this will allow the system to identify faces even when wearing personal protective equipment, including masks and helmets.

The system being created is fundamentally different from similar biometric face authentication systems. In particular, most of the systems use mathematical algorithms for transforming an image or video of a person's face, executed on the server side, which automatically transfers the system to the class of people processing and often storing biometric data. If in this system there is also recognition with identification of the person, then these systems are classified in accordance with 152-FZ (Federal Law of Russia of July 27, 2006 "On Personal Data", which regulates the processing of such data).

The new system is distinguished by the fact that the mathematical transformation of the face image is carried out not on the server, but on the client device, according to a certain algorithm, followed by hashing. This avoids storing any biometric data in the DBMS on the server. At the same time, the algorithms for the operation of the server part of the system being created make it possible to link the received mathematical code to the personnel number of the employee and determine the authority of the employee when trying to enter the premises, namely: the availability of permits, the timeliness of passing the knowledge test, training, the electrical safety group, as well as issued work permits for work
