What are the benefits for pensioners in 2022?

In 2022, Russian pensioners are entitled to a number of benefits. For example, older people may not pay property taxes, including land plots up to six acres, an apartment, a garage. In addition, bailiffs will not be able to collect debts from people who receive a minimum pension. Read more about benefits for pensioners in the material. Russian pensioners are entitled to some tax benefits in 2022, Andrey Girinsky, Associate Professor of the Faculty of Economics at RUDN University, recalled in a conversation with the Prime agency.

At the federal level, privileges have been established for the payment of land and property tax. As clarified in the press service of the Federal Tax Service, pensioners can not pay an annual tax on each of the objects: an apartment or a room, a residential building or part of it, a garage or a place for a car, premises in which a pensioner is engaged in creativity (for example, an atelier or studio ), outbuilding no more than 50 sq. m in the suburban area. But if a pensioner, for example, owns two apartments, then he will have to pay a fee for one of them - you can choose which one.

“Exemption from land tax is possible if there is a land plot not exceeding six acres. If a pensioner owns several land plots, the benefit applies only to one of them,” Girinsky specified. If the land area is larger, then you will have to pay a fee for something that exceeds the specified figure.

Mark Goykhman, Chief Analyst of TeleTrade, commented to MK that the amount of this tax did not burden pensioners until the tax was charged at a cadastral value close to the market value.

“And as a result, it turned out that for many older people with their very low incomes, it becomes difficult to pay these property taxes. Exemption from such a tax makes life easier for these categories of the population. It is noteworthy and positive that their list includes not only pensioners, but also pre-retirees,” the analyst said.

Girinsky noted that pensioners may not pay fees for notarizing a power of attorney to receive a pension, as well as for issuing a certificate of inheritance at home - in the case of cohabitation with the testator. And bailiffs will not be able to forcibly collect debts from pensioners who receive a minimum pension.

Also, pensioners will not have to pay for the maintenance of the MIR card, to which payments are received. “Any additional preference for older people is an absolute plus. This can be especially valuable in areas with low coverage by banking institutions, ATMs, POS-terminals for payment at trade and service points. Where you have to use cash to a greater extent and withdraw it from the card,” Goykhman believes.

In some regions of Russia, other benefits are available to pensioners.

For example, the authorities can compensate half the cost of gasification of a house. For the elderly, subsidies are also provided for the payment of housing and communal services, if their cost is more than 22% of the total income of the pensioner's family. But the regions can lower this bar. For example, in St. Petersburg it is 14%.

“In some regions there is a benefit for garbage collection for single pensioners and families consisting only of pensioners. For example, in Moscow they are completely exempt from payment, ”said lawyer Alexander Ivanov in a conversation with RIA Novosti.

A complete list of tax incentives by region can be viewed on the website of the Federal Tax Service.
