“Migrants live by their own laws and concepts”

Deputy Chairman of the Security Council of the Russian Federation Dmitry Medvedev believes that ethnic enclaves may appear in places densely populated by migrants, which are "hotbeds of crime" and do not obey the laws of the country. Medvedev called for greater control over the situation in such residential areas, since "clashes" in them occur daily. “This is a global problem, and we also have it in full. [The problem of education] is a kind of such small states within a state that live by their own laws and concepts and, most importantly, ignore our laws,” Medvedev said during a meeting on additional measures for the integration and adaptation of migrants.

Medvedev pointed out that there is often wary and hostile relations between the inhabitants of such areas and local residents. “Literally an insignificant reason is enough for an outburst of irritation, it is enough to bring a match, as they say,,” the politician believes.

According to the Deputy Chairman of the Security Council, such places can become "a hotbed of extremist and terrorist sentiments and centers of crime" if they are not properly controlled. He also called for preventive work, including with the leaders of the diaspora.

“Today’s measures, obviously, are absolutely not enough, skirmishes occur every day,” Medvedev said.

According to him, the influx of migrants to Russia in 2021 increased by a third compared to 2020, partly due to the abolition of anti-epidemic measures in a number of countries.

“Several million foreign citizens come to us every year,” the deputy chairman of the Security Council pointed out. According to the Ministry of Internal Affairs, the largest diasporas range from 1 to 5 million people, Medvedev said.

Problems with Russian language proficiency

At the same time, according to him, the system of organizing exams for knowledge of the Russian language, history and laws of Russia for migrants raises questions.

“For the most part, many migrants do not speak Russian well. I mean adults already people, ”TASS quotes Medvedev. The politician drew attention to the fact that communities of foreigners live in isolation, often due to ignorance of the Russian language.

The Deputy Head of the Security Council of the Russian Federation emphasized that language difficulties in the migrant environment provoke social problems. “In school classes in such territories, sometimes there are up to half of the students representing migrants, who, unfortunately, do not speak Russian well. This causes dissatisfaction, parents complain about the decline in the quality of education. Some of the same difficulties exist in kindergartens,” he said.

To solve this problem, Russia introduced a mandatory exam for knowledge of the Russian language, as well as knowledge of the history and laws of the country.

“It is necessary when obtaining patents for work, residence permits and a number of other important documents. Obviously, it should be a kind of filter in order to allow first of all those who are law-abiding and sufficiently educated, those who are ready to perceive our culture, traditions, who would like to truly live and work here,” Medvedev recalled.

According to him, "there are questions about the system of organizing such exams." “We need to understand how adequate they are,” the politician said.

The situation was left to chance

During the meeting, Medvedev criticized the municipal and regional authorities for the lack of information about migration flows in their territories.

“The problem of power is that municipal administrations often do not have information about migration flows on their territory, such as this is not our task, it is for law enforcement agencies to deal with or some other federal or, at least, regional structures, and from tasks are simply eliminated,” Medvedev said.

He stressed that the local authorities "do not know the moods within the diasporas, do not have contacts with their leaders, because this is often not a very pleasant thing, insufficient attention is paid to all these issues."

“When something happens there, various publications on this topic begin to appear, the Internet begins to explode, and the regional authorities seem to have nothing to do with it,” Medvedev continued.

According to him, in many regions there are no programs to work with migrants, the situation in this area is left to chance.

“A third of the subjects of Russia have not even developed such programs. There are no funds in the budget for these purposes, despite the fact that hundreds of thousands of such people often live in them, ”Medvedev said. He called this situation unacceptable.

Compulsory medical examination

Medvedev also drew attention to the problem of medical examination of foreigners entering Russia for a long time. “It is important that they are not a source of infectious and socially dangerous diseases,” he said.The politician called for making the procedure mandatory, but the approach to different categories of migrants should be flexible and differentiated, since in one case we are talking about highly qualified specialists, in the other - about people without qualifications.

“We need to analyze the situation, make these procedures comfortable, reasonable, but, of course, obligatory for everyone,” Medvedev stressed. In his opinion, the experience of foreign countries should also be taken into account in this work.

In general, the deputy chairman of the Security Council called on the Russian authorities to focus on the topic of integration and adaptation of migrants. “Economic, legal, financial, very complex socio-cultural problems are connected with this. It is necessary, no doubt, to concentrate on this topic, since it causes both tension in society and resonance, ”he concluded.

On February 11, Kaluga Region Governor Vladislav Shapsha announced the region's withdrawal from the federal program to promote the voluntary resettlement of compatriots living abroad. He also introduced a ban on attracting migrants to work on patents in transportation, trade and catering.
