Russia - In Krasnodar, a disabled person showed public utilities how to deal with snow

Russia (bbabo.net), - The prosecutor's office of the capital of Kuban began checking a fact that is unique for law enforcement officers: a video appeared on social networks in which 37-year-old wheelchair user Yuri Starzhinsky shovels snow near his high-rise building on his own, as the management company decided not to do.

As it turned out, local utilities were unable to clear the sidewalk and car parking, but the hero of the video was able to.

The shots depicting the work of Yuri Starzhinsky in the courtyard of a multi-storey building are really amazing - the wheelchairman is smartly wielding a shovel, and nearby people are calmly walking along the sidewalk he has cleared. They obviously do not have such strong health restrictions as he does. However, no one came to help or even support. The video was shot by Yury's wife Lyudmila, she, by the way, moves in the same wheelchair.

"My little one, it's been messing around there for an hour," says a female voice-over in the video. And then she turns to her husband and says: "Yura, it seems to me that this is a bad idea, there is a lot of snow!"

"We're still at home!" - the guy answers, continuing to split the frozen snowdrifts with a shovel.

The video, posted on the popular TikTok network, not only blew up the Internet, gaining almost 300 thousand views in a couple of days and making this married couple instantly popular in Krasnodar, but raised an important social problem and even forced the prosecutor's office to investigate the situation.

The fact is that, as we have already said ("Covered by the elements" - -Nedelya "from 01/26/2022), the strongest snowfall that hit the southern city formed snowdrifts 44 centimeters high. It was higher only 20 years ago - in 2002. Krasnodar in the height of the elements literally paralyzed: public transport runs intermittently, along sidewalks covered with snow dunes, residents have to make their way along narrow slippery paths where even two people cannot pass, and public utilities do not have time to take out the garbage, which is why entire mountains of waste have accumulated in the yards .

The mayor's office has already announced that it will fine management companies that have not fulfilled their duties of clearing snow near houses. At the Criminal Code, 110 administrative protocols were drawn up with amounts of recovery from 100 to 300 thousand rubles. But this did not greatly affect the situation, and the streets of the metropolis, especially on the outskirts (where Yury Starzhinsky and his wife live), continue to be covered with snowdrifts.

In this situation, Sergey Fetisov, the head of the department for youth affairs of the administration of Krasnodar, came up with an unexpected move. Together with his father, he cleared the yard of snow, published a photo on social networks and called on Krasnodar residents to join the Ten Meters Around Him campaign, inviting each resident to eliminate snowdrifts on their own.

Thanks to social networks, this case became famous and attracted the attention of the prosecutor's office, otherwise no one would even have paid attention to the problem

But if for officials snow removal is almost a game action, then Yuri Starzhinsky, together with his wife, was literally locked in an apartment during a snowfall. They can move around the streets without outside help only in their own car, specially equipped for driving a wheelchair user. But it, along with all the other cars of the residents, was covered with snow in the parking lot. On the icy sidewalk, Yuri was physically unable to get to the car in his chair. So he began to clear the road, since the public services did not get their hands on it.

The video posted on social networks surprisingly caused not only positive reviews, but also attacks on the disabled who decided to remove the snow. "We decided to hi-pan, to achieve popularity through TikTok. It would be better if we were at home!" - wrote some netizens. At the same time, all sorts of others supported and encouraged Yuri and Lyudmila.

Now, probably, the whole of Krasnodar already knows about the married couple and discusses their problems, and Lyudmila barely has time to respond to comments on the Internet, sincerely explaining that it was not at all for the sake of popularity that they began to clear snowdrifts. They just had no other choice.

- We have organized an audit of compliance with the requirements of federal legislation by the managing organization, - commented on the situation to the correspondent and. O. Senior Assistant Prosecutor of the Krasnodar Territory for Media and Public Relations Anastasia Zaritskaya. - Based on the results of this work, prosecutorial response measures will be taken. Also, at the initiative of our department, employees of the housing department of the Krasnodar administration went to the place to hold the housing and communal services organization responsible for managing this house.

Opinion

Vladimir Kolpakov, Chairman of the Public Council under the Ministry of Fuel and Energy Complex and Housing and Utilities of the Krasnodar Territory:- Management companies have an area of responsibility that cannot be avoided. This is spelled out in the 354th Decree of the Government of the Russian Federation. In particular, it says that management companies should clear the sidewalks and the area next to the houses from snow, and the roads should be sprinkled with a sand-salt mixture. However, bad weather has piled up so many snowdrifts that it is difficult to have time to remove them everywhere. But even here, management companies and HOAs could organize initiative citizens, give them shovels - and as a result, the snow would be cleared much faster. Having the right equipment, many people would agree to help by working in the air for only 10-15 minutes.

However, we still see covered streets and sidewalks. And when a wheelchair user is engaged in clearing, then this is generally above the norm. There aren't even words. And what is surprising - only thanks to social networks and the Internet, this case gained fame and attracted the attention of the prosecutor's office. After all, otherwise they would have tried to silence him, and no one would have paid attention to this problem.

Trapped by rubbish

Unprecedented snowfall that fettered Krasnodar unexpectedly turned into an overabundance of rubbish for the city and the impossibility of taking it out. Residents complain to the city hall and demand to solve the problem, but the authorities do not have time to respond to numerous appeals.

A lot of videos shot by Krasnodar residents have appeared on the Web, showing whole dunes from garbage that the public utilities did not take out. This is due to the fact that the streets of the city are still shackled with ice and snow, and garbage trucks do not have time to take out waste, and sometimes they simply cannot drive to the right place.

...And the fight against icicles

The removal of snow and ice (icicles) from the roofs of apartment buildings is the responsibility of management companies. This was recalled at a recent meeting in the regional Goszhilinspektsii.

According to the head of the department, Diana Trushkova, the removal of snow and ice from the roofs of apartment buildings must be done in a timely manner to prevent accidents. After all, huge icicles, falling from a height, can cause serious injuries to passers-by. Failure to perform these works refers to gross violations of licensing requirements, and for this, management companies can even be excluded from the register, forbidding them to work.

“It is also necessary for the Criminal Code to continue clearing snow from yards and adjacent territories in order to put in order pedestrian paths, to give the opportunity to call in specialized garbage disposal equipment,” said Pavel Abramchik, head of the housing department of the Krasnodar administration. - The committed violations are recorded by our employees and transferred to the State Housing Inspectorate.

But residents of the regional capital can complain about their management companies if they do not fulfill their obligations. To do this, call the hotline of the Housing Authority at 218-92-70 or at the EDDS at 050.

Back to news The supervisory authority established that the adjoining territory of the high-rise building was not cleared of snow, ice, and this was a violation of the current legislation. An administrative protocol will be drawn up against the management company and it will be fined.
