Zanko is a recognized expert in the field of civil service and the functioning of the executive power system, the author of more than 60 scientific papers on this topic, and is also a member of the expert group of the presidential commission on civil service and managerial personnel reserve, an expert council under the Federation Council Committee on constitutional legislation and state building. For more than 10 years he has been teaching at the RANEPA and MGIMO.
