Drivers will not be able to keep OSAGO at the old rates

Recall that the ministry proposes to increase compensation for life and health to 2 million rubles for all categories of “autocitizenship” policies, as well as refuse to take into account the wear and tear of parts when calculating the cost of refurbishment after an accident. The ministry believes that the choice of policyholders - whether to pay for OSAGO at the new or old rates - will lead to the fact that citizens prefer to buy cheaper policies.

“Implementation of the proposed approach in OSAGO will create a rather strange situation: the driver, concluding an agreement, will decide what payment the person affected by his actions will receive: that is, they will pay the victim for the repair of the entire car or only 50%, pay 20 thousand rubles for the injury, or 80 thousand rubles.

Most likely, most drivers will choose the cheapest policies, taking into account wear and a smaller sum insured.

The goal of the reform is to ensure sufficient payments in the event of an accident, regardless of which policy the culprit chose at one time, ”the press service of the Ministry of Finance said.

A similar position is shared by the Central Bank, emphasizing that OSAGO is driver liability insurance, and payments on it are received not by the buyer of the policy, but by the victim in the accident.

“The limit on damage to life and health must be raised to 2 million rubles for all drivers in order to protect all citizens on the road, regardless of how socially responsible the culprit of the accident turned out to be,”

As previously reported, the Central Bank and insurers have already calculated how much the cost of OSAGO policies can increase after increasing the limit of payments for life and health from the current 500 thousand rubles to 2 million, as well as refusing to take into account depreciation of parts. According to the forecast of the Central Bank of the Russian Federation, these changes in the amount will require an increase in tariffs by at least 48%.

The Russian Union of Motor Insurers (RSA) believes that after the introduction of new rules, the cost of OSAGO may increase by an average of 60%.

According to the vice-president of the NAS, if insurance companies moderate their appetites, then an increase in payment limits and refusal to take into account depreciation of spare parts can be introduced without any increase in OSAGO rates at all. As an example, he cites Latvia, where the average cost of a compulsory motorist liability insurance policy is about 80 euros (approximately 6.8 thousand rubles at the exchange rate).

At the same time, the limit of payments for property damage in the event of an accident in this country is a little more than a million euros, and for life and health - more than 5 million euros.

According to the PCA, last year the average cost of an OSAGO policy in Russia amounted to 5,581 rubles. According to Article 7 of the Law “On OSAGO”, the limit of payments for property damaged in an accident is 400 thousand rubles for each victim, and for damage to life or health it is 500 thousand rubles for each injured person in an accident.

The vast majority of motorists will not overpay for hypothetical options in the form of a larger payout limit and calculating the amount of compensation without taking into account the wear and tear of parts, says Viktor Pokhmelkin, chairman of the Russian Motorist Movement. In his opinion, in this case they will choose a regular OSAGO policy."Many drivers drive for years without an accident, but they actually have to pay for those who drive carelessly and become the culprit of an accident.

The mandatory introduction of increased limits, as well as a change in the rules for determining the amount of compensation for damaged parts, will make motorists pay more than all motorists, without exception, ”he said.

Pokhmelkin considers the option with the introduction of new rules as additional options more fair. However, in this case, insurers will lose a significant share of their profits, and the relevant departments that oversee the next OSAGO reform will not take such a step, the expert is sure.
