"We plan to amend the Code of Administrative Offenses in addition to those fines that have already been adopted in the first reading in December last year. By the second reading, I will introduce fines for officials for non-compliance with the requirements of the law on the treatment of stray animals. These will be large fines - up to 200 thousand rubles," Vladimir Burmatov, First Deputy Head of the State Duma Committee on Ecology, Natural Resources and Environmental Protection, said yesterday.

According to him, officialso face criminal liability if there are victims or harm to people's health as a result of an attack by homeless animals. But now, in most cases, they have no responsibility for disrupting all measures to implement this law," Burmatov said.

It is proposed to establish the same large fines for animal owners for biting and attacking people. "We propose to introduce liability for bites, that is, for the attack of pets on people, because all the latest stories that we see - Chelyabinsk, Tyumen, Transbaikalia, Buryatia - are owner dogs on their own. Therefore, fines for bites will also be up to 200 thousand rubles. And if this led to serious bodily injury or death of people, then criminal liability will come, "Burmatov said.

The parliamentarian also noted that we can talk not only about domestic animals, but also, for example, about animals in circuses and zoos. Where, according to him, there are also cases when "an animal attacks spectators or trainers, but if there is no death, then there is no responsibility."

“Practice shows that it is better for the city to have a small controlled population of stray dogs,” said Vladimir Groysman, head of the Zoodefence NN society. “They will select a food base, this will not allow other dangerous animals to enter the city. With these dogs, one must act according to the principle: trapping - sterilization - vaccination - release, as it is written in the law, leaving only the aggressive and those whom the special commission considers unsuitable for socialization to survive in the shelter. Such a scheme will allow us to cope with the problem even with a small budget."

If an attack by stray dogs causes injuries or deaths, the official will face a criminal article

"We propose to give the regions the right to decide for themselves whether to release animals after sterilization and vaccination back into the street or leave them to survive," deputy Vladimir Burmatov said on Monday.

At once, two cases of attacks on children by dog ​​packs occurred on the weekend in Orenburg.

On February 12, the mother of the injured girl reported about the emergency that occurred near school No. 56 on Bebel Street on social networks. That day her daughter went to the store. Noticing a pack of stray dogs near the garbage yard, she decided to bypass them. But it was not possible to avoid meeting with a pack of feral animals. The girl was saved only by the fact that she managed to fall into the snow, hiding her face and neck from the angry animals. As a result, the victim had wounds on her back, arms, legs, and her thick jacket was torn to shreds. After the experience, the schoolgirl needs the help of a psychologist. Upon the fact of the attack, the Investigative Committee for the region opened a criminal case under the article "Negligence". The law enforcers lay the blame for the incident on the officials of the municipal housing and communal services department responsible for trapping homeless animals.

That same evening, on Dorofeev Street, another flock made a real hunt for the boy. The child was protected by passers-by who drove the dogs away.
