Russia - 15,000 people arrested for drunk driving in Bashkiria in 2021

Russia (bbabo.net), - At the end of 2021, the republic did not achieve the planned reduction in road deaths. 480 people died in accidents in the region. Why did the funds allocated for the implementation of the program not bring the desired effect, the correspondent understood.

Money for work

According to the regional Ministry of Transport, in 2021 alone, 8.8 billion rubles were provided for the implementation of the national project "Safe High-Quality Roads" in the republic, of which more than 1.7 billion rubles - from the federal budget . With these funds, road works were carried out at 255 sites with a total length of more than 387 kilometers, which is almost 40 kilometers more than in 2020.

The reports include more than 20 thousand installed road signs, over 30 thousand signal posts, 29 thousand linear meters of barrier and 4.8 thousand linear meters of pedestrian fencing. Also, 10 automatic points of weight and size control were built in the republic and new state contracts were signed for the lease of 800 complexes for automatic photo and video recording of traffic violations.

It seems that a lot is being done and there are even results. So, the press service of the Ufa administration noted: in the city, within the framework of the national project, it was possible to reduce the number of places of concentration of accidents from 59 to 41 during the year. kilometers of roads. In addition, within the framework of the national project, a comprehensive improvement of the streets of Komsomolskaya, March 8, Parkovaya and Khadia Davletshina Boulevard was completed. At the same time, Oktyabrya Avenue was repaired in Sterlitamak, sections of the Ufa-Birsk-Yanaul highway were repaired in the Blagoveshchensk district, sections of the Ufa-Birsk-Yanaul highway were repaired in the Chishminsky district, the Chishma-Aksenovo-Kyrgyz-Miyaki highway, and so on throughout the republic.

Responsible for the quality?

Despite all the work being done, the "abnormal condition" of roads is a fairly common phenomenon for us, and it's not always just about pits, often the reason is not removed snow or lack of markings. According to the regional State Traffic Inspectorate, last year the poor condition of roads in the republic was a concomitant cause of a third of all accidents. They killed 141 people and injured almost 1.6 thousand citizens.

- Within the framework of federal state supervision, 106 officials and legal entities were brought to administrative responsibility. For non-compliance with the requirements for ensuring road safety during the repair and maintenance of roads, officials and legal entities of road maintenance services were brought to administrative responsibility 683 times, - said Vladimir Sevastyanov, head of the Republican State Traffic Inspectorate.

If all the roads were cleaned, without holes and properly lit, then there could be fewer victims? According to Vladimir Sevastyanov, most accidents occur due to violations by the drivers themselves of the rules for crossing intersections and pedestrian crossings, the wrong choice of distance, and due to driving into the oncoming lane. And not always those who are driving are drunk. On the contrary, the number of traffic accidents involving drunk motorists and their victims is gradually decreasing: in 2021, 368 “drunk” accidents were recorded in which 94 people died and 468 were injured, while a year earlier, 102 people died in 388 road accidents involving drunk drivers and 495 suffered.

In addition, traffic police inspectors last year detained 15 thousand people for drunk driving, which is two thousand less than in 2020. The new format of mass traffic police raids has had its effect, when the police stop the entire flow of cars in a certain direction.

- Everyone is visually assessed for the state of intoxication without checking documents, drivers usually take it easy, because we warn in advance about the raid, - says Vladimir Sevastyanov.

According to him, the presence of cameras for photo and video recording of violations disciplines motorists well. There are more than a thousand hardware and software complexes in the region today, with the help of which almost 3.4 thousand decisions on administrative violations were issued last year.

- I believe that in 2022 it is necessary to change the locations of mobile cameras on a weekly basis. Put them primarily on two-lane sections of federal and regional highways, where dangerous exits into the oncoming lane often occur. We have already made this proposal to the traffic management center and I think it will be supported, - said the chief state traffic inspector of the Republic of Belarus.

Last year, the parliamentarians of the State Assembly of the Republic of Belarus came up with a legislative initiative to introduce the confiscation of cars from drivers who repeatedly got behind the wheel drunk and made an accident in which people were injured and killed. Now this issue is being discussed in the State Duma of the Russian Federation.- Based on my own practice, I think that the legislation in these cases should be harsh, because we are talking about people's lives. And the threat comes from violators, who have repeatedly been pointed out to the high danger of their acts, - says State Duma deputy Dinar Gilmutdinov, who for many years headed the regional state traffic inspectorate.

At the same time, Dinar Gilmutdinov considers another initiative - to lower the "non-penalized" speed threshold and deprive drivers of a backlash of 20 kilometers per hour, which allows them to drive a little faster than the officially permitted norm, untimely.

- Recently, the State Duma adopted a number of amendments that tightened the responsibility of drivers for gross violations of traffic rules. They are quite justified and concerned violations that lead to the most serious consequences: driving into the oncoming lane and exceeding the speed limit by more than 60 kilometers per hour. I emphasize: criminal liability is introduced in case of repetition. Also, drivers can now be held criminally liable for repeated drunk driving and traffic violations that caused serious bodily harm or death. I think the realization that repeated ignorance of the rules will lead to a much more serious punishment will play its educational role, - says Dinar Gilmutdinov. - Whereas lowering the non-penalized speed threshold, in my opinion, will not give a significant educational effect now. I am sure that bans alone will not restore order on the roads.
