The Accounts Chamber lists the main problems of toll roads

On the toll roads of the state company Avtodor, there is not enough lighting, gas stations and charging stations for electric vehicles. This is stated in the report of the Accounts Chamber (AC), which checked the activities of the state-owned company for 2015-2020, Kommersant writes.

As of September 1, 2021, the length of artificial lighting lines on the highways of the state company was about 2 thousand kilometers, that is, 54.2% of the total length of Avtodor roads (64.4% on paid sections and 44.5% on free ones). The leadership of Avtodor and the Ministry of Transport of the Russian Federation agreed with the auditors' comments, the note says - it is already planned to consider the issue of establishing mandatory requirements for lighting in paid sections.

The second problem is related to gas stations. For example, on the M-11 Neva highway (on the section from Solnechnogorsk to St. Petersburg) there are only 20 stations, the average distance between them is 61.9 km, the maximum distance is 104 km. At the paid sections of the Central Ring Road (length 259.6 km), by the time of the check, only two filling stations had been built (now there are already four). This is a violation of the internal instructions of Avtodor itself, and there are no service stations on these routes at all, the report says.

The joint venture also announced that there were no gas stations for electric vehicles on the roads of Avtodor (the audit was carried out in 2020), although as of 2022 they were installed on some routes - on the M-11 from Solnechnogorsk to St. Petersburg, there are at least 12 of them.

In addition, the Accounts Chamber analyzed the revenues of Avtodor from collecting tolls: in 2015 they exceeded 3.6 billion rubles, and by the end of 2020 they amounted to more than 23 billion rubles. The average annual income from one kilometer of the toll road increased from 7.8 million rubles. in 2015 to 14.4 million rubles. in 2020.
