This opinion was expressed in a conversation with the head of the working group on legislation in the field of Internet technologies and digitalization of the OP RF Vadim Vinogradov.

“This trend is typical for many countries around the world, which are increasingly requiring online platforms to create their official representative office in their jurisdiction or appoint an authorized representative,” he said.

Foreign technology companies operating in the Russian Federation and profiting from the Russian market must comply with Russian laws, the expert believes.

“The situation when a foreign company operating in Russia gives priority to the legislation of another country cannot be called acceptable,” Vinogradov emphasized.

In his opinion, Roskomnadzor has a sufficient number of tools to uphold the norms of Russian legislation. However, as world practice shows, states and online platforms, despite disagreements, eventually manage to find a common language, the expert added.

“Russian users have real alternatives to foreign digital products. Therefore, foreign players should hurry up with the implementation of the requirements of Russian legislation in order to maintain their positions in the local market,” he said.

Vinogradov stressed that from this point of view, Russia differs, for example, from the EU countries, which are in serious "digital dependence" on imported social networks and services.
