The Government Commission on Legislative Activities has approved a bill regulating the operation of faulty vehicles, Rossiyskaya.ru reports. To lift the ban on the operation of a faulty car, you will need to pass an extraordinary technical inspection within seven days, otherwise the car registration certificate will be withdrawn.

Now the traffic police, when a faulty car is detected, have no mechanisms to force the owner to put the car in order, except for the fine of 500 rubles provided for by the Code of Administrative Offenses. Reasons for detention are serious problems, such as faulty brakes and steering. However, it is impossible to control that a serviceable car will leave the road after the arrest.

The amendments provide for the establishment of the authority of the traffic police inspector to prohibit the operation of the machine if he has identified a malfunction that cannot be fixed on the spot. The operation of the diagnostic card, if any, is suspended. The driver will have to drive the car to the parking lot or to the service, and, following the results of the repair, undergo a technical inspection. The car owner will be given a week to fix the problem, after which the inspector can withdraw the vehicle registration certificate. Also, a ban on registration actions will be imposed on the car, which will make it impossible to obtain a duplicate document.

Malfunctions for which a prohibition of operation threatens must be established by a government decree. The draft list of malfunctions from the Ministry of Internal Affairs includes, among other things, problems with brakes, steering, lighting devices, seat belts, as well as illegal modifications to the design.

It is noted that the list of malfunctions is approved by the same government decree as the SDA, but it can only be completely reissued in a new edition, and not amended. When the document will be prepared is unknown.

Earlier, the traffic police explained that the inspector has the right to conduct a vehicle inspection, even if the driver presented him with a diagnostic card, provided that the malfunctions of the car are visible.
