Since Friday evening, thousands of civilians from the unrecognized Donetsk and Luhansk republics have been arriving in Russia. About how refugees were received in the Rostov region, and what measures the local authorities are taking to provide them with everything they need - in the material.

The day before, the leadership of the DPR and LPR announced the temporary evacuation of citizens to the Rostov region due to the threat of Ukraine's invasion. First of all, this concerns women, children and the elderly.

“There was a warning that the Ukrainian authorities were going to bomb us. Our authorities and administration announced an evacuation. Preferences were - mothers, children, old people. Everyone who wanted to… buses were brought up, we sat down at about seven in the evening and went to the Rostov region… There are a lot of children. Out of 35 passengers, we had 26 children on the bus,” a refugee woman told RIA Novosti.

According to her, a large farm remained at home - pigs, ducks, chickens. She also left her husband and two sons in the Donbass. There is no connection with them yet, the woman plans to buy a SIM card. She stressed that in the Rostov region the refugees were received “very well”.

“We tried to approach everyone with understanding and attention. We rely only on our own strength, but, of course, we need help,” she said.

Ekaterina, a resident of the village of Kazatskoye, was evacuated to Russia along with her two daughters. She, along with other refugees with whom she was traveling in the same bus, was brought to the Rozhok farm in the Rostov region and placed in the Zvezda sanatorium on the shore of the Taganrog Bay.

“We arrived late yesterday. Bed linen, towels provided, room allocated. We hope that everything will calm down there, and we will go home ... We have two kittens left at home, and we also went with dad, but they didn’t let him in, ”said Ekaterina.

State of emergency in the Rostov region

The mayor of Donetsk said that there are “a huge, huge” number of people who want to leave the city. He stressed that all resources, including vehicles, are available, the evacuation is going on as planned, despite frequent shelling.

“In 10 hours, 10,356 people arrived in Russia from Donbass, 4,527 citizens of the Russian Federation, 5,806 citizens of Ukraine and 23 more foreigners,” RIA Novosti reports, citing a source.

And State Duma deputy Viktor Vodolatsky told the agency that about 100,000 evacuees from Donbass would be at the border with the Rostov region by lunchtime.

Russian President Vladimir Putin gave several instructions in connection with the mass evacuation of people from the DPR and LPR. So, he ordered the head of the Ministry of Emergency Situations to go to the Rostov region, so that he would create conditions for accommodating refugees and providing them with everything necessary. In addition, everyone arriving in the region from Donbass will be paid 10,000 rubles.

According to the Ministry of Labor of the region, the transfer of 10 thousand rubles in the Rostov region may begin as early as Saturday.

In the Rostov region, due to the influx of refugees, a state of emergency was introduced. This decision was made by the governor of the region Vasily Golubev during a meeting with the acting head of the Russian Emergencies Ministry Alexander Chupriyan.

“Due to the increase in the number of citizens who cross the border of the Rostov region, we consider it expedient to introduce the emergency response mode from 10.00 on February 19, 2022,” the governor said.

In turn, the Acting Head of the Ministry of Emergency Situations of the Russian Federation, Chupriyan, said that refugees from Donbass accommodated in TAPs will be provided with everything necessary, including hot meals, means of communication, and Internet access.

143 TAPs have already been deployed in the Rostov region, which can accommodate about 13,000 evacuees from Donbass. The regional government has asked the owners of hotels and inns in the region for help in accommodating refugees.

The press service of the governor of the Nizhny Novgorod region reported that the region would send humanitarian aid to refugees arriving in the Russian Federation.

“Today, two trucks with 40 tons of food and essential goods will go to the region,” the RIA Novosti press service said.

According to the information of the head of the Ministry of Health of the LPR, the orphanages of the Russian Federation are ready to accept children from orphanages of the LPR.

Acting Minister of Emergency Situations Chupriyan said that twenty-six regions of the Russian Federation have expressed their readiness to accept refugees from Donbass. Also, the governors and representatives of the Krasnodar Territory, Ulyanovsk, Orel, and Samara regions spoke about their readiness to host residents of the DPR and LPR. They are also ready to accommodate refugees in the capital of Abkhazia. Many regions intend to send humanitarian aid to the evacuated residents of Donbass.

In turn, the head of Rospotrebnadzor, Anna Popova, suggested not using Krasnodar and, possibly, Stavropol Territory to accommodate refugees from Donbass in connection with the imminent start of the holiday season.
