Nikolai Patrushev, Secretary of the Russian Security Council, stated this at a videoconference on security issues in the Urals Federal District. At the same time, he stressed that in a number of sectors of the economy, such as construction, public catering, freight and passenger transportation, and the service sector, as a result of the mass attraction of guest workers, non-competitive conditions for the employment of Russian citizens are being formed. For example, about 100 thousand foreign citizens are concentrated in shift camps in the Urals. "The majority of visitors have low qualifications and an insufficient level of education, they neglect Russian cultural traditions and norms of behavior, which causes discontent among the local population and leads to conflicts," the Security Council Secretary said.
But the most dangerous thing is that migration flows are actively used by international terrorist and extremist organizations to transport their members and form new cells.
Thus, over the past three years, more than 2,000 foreigners suspected of terrorist and extremist activities have not been allowed to enter the district.
For example, last year in the activities of six clandestine cells of international terrorist organizations were suppressed and more than 50 persons involved in terrorist activities were identified. At the same time, in general, the number of terrorist crimes increased by 20 percent last year.
In this regard, the Secretary of the Security Council appealed to the leaders of the regions, first of the Sverdlovsk, Chelyabinsk regions, as well as the Yamalo-Nenets Autonomous Okrug, about the need to strengthen joint preventive work with security agencies to counter terrorist manifestations.
According to Patrushev, the illegal entry of foreigners into the territory of the Urals is facilitated by ethnic criminal groups that "specialize" in creating illegal migration channels and further legalizing their compatriots.

Ethnic organized crime groups are engaged in the production of fictitious migration cards, and also help foreigners obtain a residence permit or Russian citizenship in a simplified manner, including through fictitious marriages. Last year, 320 financial transactions related to the organization of illegal migration were revealed in the Urals District, totaling more than 80 million rubles.
Almost 200 criminal cases for migration crimes were initiated based on the materials of the FSB alone. The activities of nine criminal groups that legalized more than 20 thousand foreign citizens in the regions of the Urals were suppressed.
At the same time, according to the Secretary of the Security Council, in 2021, more than 2.8 thousand crimes were committed by foreigners in the district. He noted that the effectiveness of the implementation of migration policy is negatively affected by the facts of complicity in violations of migration legislation on the part of employees of multifunctional migration centers and law enforcement officers. Often, according to the Secretary of the Security Council of the Russian Federation, prosecutors reveal violations of the law when the police exercise control over the stay of foreign citizens. At the same time, district police officers do not always have information about migrants living in administrative districts, and checks of their places of residence and work are carried out formally.
To solve existing and possible problems in the field of migration, according to Nikolai Patrushev, it is necessary to intensify work on the timely identification of those who profess radical religious views and are prone to commit illegal acts among migrants.
It is also important, he said, to prevent the formation of ethnic enclaves. Addressing the heads of regions, Patrushev drew the attention of the heads of regions to improving the efficiency of work on socio-cultural adaptation and integration of migrants and their children into Russian society. As Patrushev emphasized, the problems of migration voiced in the Urals concern the entire country. He recalled that a week and a half ago, Vladimir Putin formed an interdepartmental commission of the Security Council of the Russian Federation on improving the state migration policy. "It is planned to hold a meeting of the Security Council on this topic. We will use the results of today's discussion in preparing this meeting," Patrushev summed up.
