Representatives of Rosfinmonitoring explained that providing access to citizens' data is necessary for work to identify persons involved in the financing of terrorism and other crimes. Also, the data obtained can be useful in anti-corruption checks.

“It is important to study financial transactions and the environment of the persons being checked. Obtaining data on birth, marriage and divorce, change of name and other information from the registry will significantly increase the efficiency of the work being done," the department noted.

Some experts felt that providing access to data would really help Rosfinmonitoring to act more effectively against fraudsters. The information in the USR registry office is not of particular value; its data does not contain payment or other critical information.

However, some experts have linked gaining access to an increased risk of leaks. For example, schemas may appear that are related to the information received. Since they cannot be monetized, criminals can use them when communicating with a potential victim to ingratiate themselves. In addition, schemes are not excluded when criminals use the data of the deceased in order to issue a microloan for him.
