View from the regions

In Krasnodar and Novorossiysk, there is a huge gap in prices between new buildings and secondary housing, says Sergey Lysenko, deputy director of the Krasnodar company Aurus Realt. But since the state and the banking sector support developers, it comes to paradoxes: sometimes it is more profitable to buy an apartment for 6 million rubles on a mortgage. in a house under construction than for 4 million in the secondary market, since rates for new buildings sometimes amount to only 2% versus 10-15% for "old" apartments.

In Grozny, there are more buyers on the market than sellers, and prices for secondary housing are higher than for new buildings, says realtor Khalimat Sultanova. Buyers are nervous about rising mortgage rates, want to quickly solve the housing problem and hope to buy housing of the same area at the old prices, but as a result they are considering options further from the city center.

In Astrakhan, the difference between a new and a secondary apartment can be within one million rubles, but the same amount will have to be added for repairs in a new building, says mortgage broker Tatiana Voitsekhovskaya. Usually, people who have free money invest in new housing - just so that they are not "eaten" by inflation. And for families who live paycheck, it is more profitable to take a "secondary", she notes. At the same time, new apartments have risen in price here much more significantly than the "secondary". The cost of construction has increased by 30% from the dock period, explains the owner of the development company Viktor Tarasenko. In addition, Astrakhan stopped building economy-class housing. The Ministry of Construction of the region explained this by the fact that they stopped producing sets of three-layer panels from which such apartments are built, and they cost 20% cheaper than in brick or concrete houses. So it turned out that Astrakhan residents cannot buy inexpensive housing except for the "secondary".
