Russia - The ONF proposed a way to renew the fleet of buses

Russia (bbabo.net) - The country needs to create a unified register of all buses and legally fix the period of their operation for a phased renewal of the fleet, according to the All-Russian Popular Front (ONF). The monitoring carried out showed that the vehicle fleet is rapidly becoming obsolete.

The technical condition of public transport in the administrative centers of 71 subjects of the Russian Federation was checked from November 29 to December 7, 2021. As it turned out, 28% of the surveyed buses had problems with the condition of the seats, traces of mechanical damage and corrosion on the body, 58% of the buses were not adapted for use by people with limited mobility, 68% of the buses did not have an anti-slip coating on the cabin floor. In addition, 51% of buses did not have an audio warning system for passengers about stops. In most cases, traces of corrosion were found in the Kamchatka Territory, in the Kurgan, Pskov regions, the republics of Adygea, Ingushetia and North Ossetia-Alania. A malfunction of the door mechanisms was indicated in the republics of Adygea, Ingushetia, Ryazan, Saratov and Smolensk regions.

The average age of buses as a whole in Russia is 10 years, on average 39% of buses are over 10 years old, Arseniy Belenky, deputy head of the ONF Executive Committee, cites figures. The most difficult situation has developed in the republics of North Ossetia-Alania, Dagestan, Karachay-Cherkessia, Ingushetia, and in the Khabarovsk Territory. "In a number of regions, there is no systematic work to upgrade the rolling stock of public transport, the current legislation does not oblige regional authorities to introduce such programs," he notes.

The most effective model for updating the bus fleet has been achieved in the Tyumen region, according to the ONF. To upgrade the rolling stock of public transport in the regions, it is worth considering the possibility of developing phased programs, according to the ONF. For control, it is necessary to form a single register of all buses registered in Russia.

In addition, the legislation should be supplemented with a provision establishing the maximum limit for the life of the bus. But the regions will be able to reduce it, taking into account their specifics, the ONF notes.
