Russia - How the subsidized mortgage program can be changed

Russia (bbabo.net), - For each region, their own conditions for preferential mortgages are being developed. Deputy Prime Minister Marat Khusnullin spoke about this at a joint meeting of the collegium of the Ministry of Construction and the State Council commission on construction, housing and communal services and the urban environment, where the industry development strategy until 2030 was discussed.

Now, as Khusnullin noted, the indicators for issuing mortgage loans are excellent. But the main threat is the increase in the key rate of the Central Bank for the sake of reducing inflation. It is necessary to find a balance between the fight against inflation and the achievement of the goals of the national project "Housing and Urban Environment". The government regularly discusses this issue with the Central Bank, the Deputy Prime Minister added. It is necessary to reconsider all approaches to preferential mortgage programs, he believes.

In the future, construction support measures are expected to be introduced depending on the situation in a particular region. After analyzing the possibilities for potential construction growth (taking into account the number of housing under construction, vacant apartments on the market, the purchasing power of the population, the share of social housing and other indicators), the regions were divided into seven main clusters. "This is a completely new approach to the development of regions in terms of where to build, where not to, where to support by what measures," Khusnullin said.

The preferential mortgage program with state support at 7% ends on July 1, 2022. So far, the pace of issuing mortgages is good: in January, as DOM.RF CEO Vitaly Mutko said, 96,000 loans were issued, which is 1% more than in January 2020. At the same time, Mutko noted that February is likely to be the same, but by April, measures will be needed to support demand in the market. Chairman of the State Council Commission and President of Tatarstan Rustam Minnikhanov proposed extending the state-supported mortgage program on current terms until 2024. According to him, preferential mortgages are one of the key measures in the draft strategy for the development of the industry until 2030 in terms of maintaining demand for housing.

"At the same time, the draft strategy does not yet provide for other real tools to stimulate demand for housing. In this regard, it is proposed to extend the program until 2024 for all categories, while maintaining the interest rate at 7% per annum. And also consider the possibility of increasing the loan amount to 6 million rubles," he said.

In addition, the meeting participants discussed the state of the housing and communal services sector - the regions need to reduce the amount of debt for utilities. According to Khusnullin, debts for housing and communal services reach 1.4 trillion rubles, of which 80-100 billion are owed to budget organizations.

The Ministry of Construction has prepared an action plan to reduce debt, said the head of the department, Irek Fayzullin. In addition, a set of measures aimed at improving the targeting of social support for the population has been developed.
