VTB Bank was included in the list, in particular, for "activities in the financial services sector of the Russian Federation."

As for Otkritie Bank, Sovcombank and Novikombank, according to the US Treasury, "these three financial institutions play an important role in the Russian economy, owning $80 billion in total assets."
