Unconscious owners, when repairing a roof, will step over buckets of bitumen and coated rolls piled up in the yard, and no one will ask: why did the roof in the house leak in the middle of winter? Renovated - and good. The lucid's buckets and parcels may also lie in the yard, but their roof will be repaired in the summer season and long before leaks can form on it.

According to Veronica Mezhetskaya, the operating instructions, which say that once a year you need to climb the roof and examine it for cracks and bald spots, could bring unconscious owners closer to their more conscious neighbors. And it is advisable to have this instruction in digital form so that it does not lie somewhere in the far closet of the director of the management company, but is in the public domain.

Alexander Pischelko, head of the Moscow State Public Institution "New Management Technologies", agrees that digitalization in the management of apartment buildings is necessary. Actually, his department is also engaged in putting everyday issues on electronic rails. "Since November last year, we have been working on the implementation of the Electronic House project and have faced the fact that even holding a general meeting of owners in an online format is a problem. We still have a special team that walks around the apartments and explains to residents all the advantages of digital communication. No more than 350 meetings were held in a year, "he notes.

For Moscow, this is not enough, and Pischelko sees the solution to the problem not only in raising the consciousness of owners with the help of door-to-door rounds, but also in making all state information systems as simple as possible. So that voting on roof repairs does not have to go through a multi-stage registration, so that the votes of residents who ignored the general meeting of owners, by default, are not considered votes against, as is happening now. This requires comprehensive work, including on amendments to federal legislation.

“E-passports will soon be in apartment buildings,” promised Olga Serdyuk, Deputy Director General of the Fund for Assistance to Housing and Utilities Reform. According to her, by the end of next year, an electronic system of technical accounting of the housing stock will be presented at the federal level, which will collect the entire history of maintenance and repair of Russian houses - both current and future.
