Russia (bbabo.net), - From Monday, January 17, Sevastopol will begin issuing fines for non-payment of parking. Car owners, having taken a seat, must pay a fee within 15 minutes through a parking meter or in another way, otherwise they will be fined 1,500 rubles. The 50% discount for paying in the first 20 days does not apply in this case, violators will have to pay the entire amount.

- When you parked, you have 15 minutes to change your mind and leave or pay, - Andrei Tomilin, director of the Safe Roads of Sevastopol company, told reporters. - If you could not pay for parking in any of the ways, you need to look for another way.

Parking rates are set by the government of Sevastopol. In Balaklava - 50 rubles per hour, and in the center of Sevastopol - 35 rubles. You can pay with a bank card at a parking meter, in cash at Payberry terminals, on the website of the operator company, as well as using a mobile application on a smartphone. The ability to pay by SMS is temporarily suspended. Tomilin said that the license of the bank that provided this service has been revoked, but in the near future payment by SMS will work again.

Parking inspectors will monitor the timely payment. Their cars with cameras run every 15-20 minutes along the streets, which are equipped with paid parking lots. According to Tomilin, the violation is fixed when the inspectors' car passes the car for the second time, for which no payment has been made.

Earlier, the Department of Transport of Sevastopol reported that a department of six people was formed in the State Institution "Directorate for the Development of the Road Transport Infrastructure of the City of Sevastopol", which will issue fines. Inspectors of "Safe Roads of Sevastopol" LLC will transfer to the GKU the numbers of cars for which no payment has been received within 15 minutes. Employees of the GKU will request information about car owners from the traffic police and issue decisions on an administrative offense.

In total, there are about 1,000 paid parking spaces in Sevastopol, 22 parking meters have been installed.

Paid parking appeared in Sevastopol in 2017 under a concession agreement concluded by the city government with Safe Roads of Sevastopol LLC in October 2016 for 12 years. For a long time, parking fees were voluntary, it was impossible to fine car owners due to a legal conflict. Such an opportunity appeared for the regions in March 2020 with the introduction of amendments to the Code of Administrative Offenses of the Russian Federation. The Ministry of Internal Affairs was allowed to transfer data on car owners who did not pay for parking to municipalities. However, in Sevastopol, it was additionally required to transfer the authority to draw up administrative protocols from the department of urban economy to the department of transport. The Legislative Assembly of Sevastopol twice rejected this bill and adopted it on the third attempt at the end of December 2021. The law came into force on January 3, 2022.
