The State Duma Council intends to consider the issue of an appeal to the President of the Russian Federation on recognition of the DPR and LPR on February 14. According to the speaker of the State Duma Vyacheslav Volodin, before sending the idea to the Kremlin, it can be sent to the Foreign Ministry and other government agencies to receive feedback. He stressed that the issue is very serious, and it is about protecting the lives of Russians living in Donbass. At a meeting on February 14, the State Duma Council plans to discuss whether to immediately send an appeal to Russian President Vladimir Putin on the need to recognize the independence of the self-proclaimed Donetsk and Luhansk People's Republics (DPR and LPR), or whether to send it first to the Foreign Ministry and other departments to receive reviews. This was stated by the speaker of the State Duma Vyacheslav Volodin in his Telegram channel.

“Consultations with the factions on the draft appeal to the President on the need to recognize the DPR and LPR have ended. The question is very serious and responsible. It is about protecting the lives of our citizens and compatriots living in [this] territory,” the statement said.

Volodin also explained the positions of the Duma factions on this question. United Russia supported the supply of military products to the DPR and the provision of social assistance to the population. The Communists and Righteous Russians supported the draft resolution, the Liberal Democratic Party considered it insufficiently effective. The position of the New People will be formulated during the discussion.

“Tomorrow is the anniversary of the signing of the Minsk agreements. Kiev has not fulfilled its obligations for 7 years. The shelling continues, people are dying. In this situation, it is necessary to look for a solution, ”Volodin reminded.

At the end of January, deputies from the Communist Party of the Russian Federation asked Russian President Vladimir Putin to consider recognizing the DPR and LPR, as well as to negotiate with the leadership of the self-proclaimed republics in order to create a legal basis for interstate relations and regulate all aspects of cooperation.

The head of the Communist Party faction, Gennady Zyuganov, said that Russia's recognition of the independence of the DPR and LPR is a step that will help protect Russian citizens living there.

The head of the Liberal Democratic Party, Vladimir Zhirinovsky, takes a more radical position - in his opinion, the recognition of the LNR and the DNR will not benefit the Russians in Ukraine.

“Suppose we do it, and then what? Will peace be established there? No. Will the threat to the Russians disappear? No. Who, besides us, recognizes this decision? No one. We will not achieve anything by this in terms of Russia's strategic security, we will not protect the Russians in Ukraine with this decision, ”the head of the party explained his position. Zhirinovsky called for joining Ukraine to Russia.

Press Secretary of the President of the Russian Federation Dmitry Peskov urged to avoid steps that could provoke an escalation. The Russian Foreign Ministry also commented on the idea of ​​the deputies.

“The issue of recognition (DPR and LPR) should be considered in the context of our firm line to force the West, to force Kiev to comply with the Minsk agreements. Then everything will be all right,” Russian Foreign Minister Sergei Lavrov said.

The Ukrainian authorities believe that the recognition of the LDNR will lead to the denunciation of the Minsk agreements - this opinion was expressed by Defense Minister Alexei Reznikov.

The European Union is already ready to condemn the possible recognition of the republics by Russia. “If the Russian parliament makes such a decision, the European Union will carefully study it, consider what its legal consequences will be. Parliaments sometimes make tough decisions that have very little effect on state policy, but we, of course, will condemn this decision,” a source in the European External Affairs Service (EEAS) told TASS.

In the self-proclaimed republics themselves, they did not comment on the idea of ​​the Russian deputies.
