And in connection with migrants, many unresolved issues remain, including threats to national security.

The authorities' attention to migration policy received a new format last week. The President signed a decree on the establishment of an interdepartmental commission of the Security Council on issues of its improvement. It was headed by the deputy chairman of the Security Council, and on Friday Medvedev held a meeting on additional measures for the integration and adaptation of migrants in Russian society.

"The influx of migrants is now growing, especially after the decline in anti-epidemic measures in a number of countries, and in 2021 it became a third more than in 2020. Several million foreign citizens come to us every year," Medvedev stated. Often these are people living in neighboring states, and they preserve their traditions, language, household habits, way of life. According to the Ministry of Internal Affairs, today the number of the largest diasporas in the country ranges from one to five million people. They are mainly people from the countries of Central Asia, the groups are very heterogeneous, with their own specifics, often in conflicts, the deputy chairman of the Security Council said, and in places where migrants live compactly, there is a risk of ethnic enclaves forming. "A kind of such small states within a state that live by their own laws and their own concepts, and most importantly, they ignore our laws. Without proper control, they can and, unfortunately, often become a hotbed of extremist and terrorist sentiments and centers of crime" , he remarked.

Relations between residents of such areas and local residents are very wary, often hostile, Dmitry Medvedev stated: literally an insignificant reason is enough for an outburst of irritation, "it is enough to strike a match, as they say."

"We need to strengthen control over the situation in such residential districts and settlements, carry out preventive work, including with the leaders of these same diasporas," he said.

On the ground, sometimes work with migrants is left to chance, said the deputy head of the Security Council. A third of the regions have not developed appropriate programs at all; there are no funds in the budgets for these purposes.

A serious problem for the successful adaptation of foreigners is poor command of the Russian language, especially among the older generation. In Russia, there is a mandatory language exam, as well as knowledge of the history of the country and its laws. Without it, migrants will not receive a residence permit, a patent for work, and a number of other important documents. “Obviously, it should be a kind of filter in order to allow first of all those who are law-abiding and sufficiently educated, those who are ready to perceive our culture, traditions, who would like to truly live and work here,” he said. It is also important that in other countries, especially in the near abroad, people learn the Russian language, get acquainted with the culture of Russia, including those young people who are willing to come to work or study with us, the Deputy Chairman of the Security Council emphasized. Such work is already being carried out by Rossotrudnichestvo and the Ministry of Foreign Affairs, but, according to him, it should be both more systematic and more active.

In the current epidemiological situation, the issues of medical examination of foreigners who enter Russia for a long time have acquired particular importance. "It is important that they are not a source of infectious and socially dangerous diseases," Medvedev stressed. Russia has adopted a federal law that establishes new rules for mandatory medical examinations for certain categories of migrants. "We need to analyze the situation, make these procedures comfortable, reasonable, but, of course, mandatory. They should apply to everyone, even if these are slightly different procedures for certain categories," the deputy head of the Security Council said.

Russia is interested in giving foreigners the opportunity to work legally, receive education, medical care, and raise children, Dmitry Medvedev said in conclusion. "But I would like to specifically note that the priority for us remains the issues of our national security, our state, the well-being and comfort of our people - namely our people," he stressed. We add that the commission on migration policy also includes the Prosecutor General, the director of the FSB, the chairman of the Investigative Committee, ministers, representatives of parliament, and the presidential administration. Its meetings will be held at least once a quarter.
